This role will be responsible for assuring data that is captured in any of our systems is captured correctly and on time to enable the Information Team to report from true and accurate records, through supporting service line reporting and Executive Board level performance review, to facilitating external data flows to secondary user services, NHS England and other commissioners for performance and funding purposes.

The post holder will act as the subject matter expert and provide specialist advice and guidance to the Trust. They will require a strong problem-solving skill set and expert interpersonal skills to work collaboratively and to communicate effectively with a range of different stakeholders, on sometimes-controversial and complex subjects, to drive change and maximise the quality of the data we collect and use.

The post holder will need to motivate, encourage and influence others, work unsupervised using their initiative and skills gained through experience in order to ensure effective and efficient use of time to manage their own workload, as well as those they are responsible for managing.

The role will be responsible for assuring high quality business and clinical information across Bedfordshire Hospitals NHS Foundation Trust, making sure that it is relevant, timely, accurate, appropriate and complete.

Reporting to the Data Development and Assurance Manager, the post holder will support the Trust with the development of effective and efficient data assurance processes, leading on the development and reviewing and updating of current data quality policies and reports.

The post holder requires excellent attention to detail, a strong problem-solving skill set and expert interpersonal skills. These will be required to motivate, encourage and influence others, on sometimes-controversial and complex environments to drive change. They must be able to draw conclusions from analysis undertaken and be able to communicate often complex and sensitive information issues to a wide-range of audiences to propose and implement new working practice.

The post holder will need to work unsupervised using their initiative and skills gained through experience in order to ensure effective and efficient use of time to manage their own workload as well as those they are responsible for managing. The post holder will be required to travel across all sites for the purpose of meetings, training and staff cover.

Bedfordshire Hospitals NHS Foundation Trust provides hospital services to a growing population of around 700,000 people living across Bedfordshire and the surrounding areas across two busy hospital sites in Bedford and Luton. To be the Trust’s subject matter expert on all aspects of Data Quality and Assurance.

To be responsible for the management, recruitment and development of the Data Assurance team across Bedfordshire Hospitals NHS Foundation Trust. Provide personal mentoring to staff in relation to work, training and issues affecting their performance at work. Ensure electronic rosters, one to ones and appraisals are completed and individual development plans are in place for all members of the team to ensure they are delivering against targets.

To work without supervision to plan and manage your individual and team workload, allocating work to yourself and those you line manage to achieve the agreed objectives in agreed deadlines.

Identify and manage required resources for current and planned services. Regularly review the needs of the team’s capacity and capability to ensure that appropriate skills are available to meet business requirements and support service delivery. Support negotiations of flexible working patterns with staff to provide cover as required by the Trust, utilising innovative ways of working that provide a robust and flexible service

To assure the quality and reliability of information stored on electronic clinical information systems as a key resource in the management and improvement of patient care. Managing the delivery of the data assurance service cross site, assisting with the monitoring and reconciliation of the departmental staffing establishment.

To provide administrative and clinical staff with their education and training on data quality by planning, facilitating and administering data quality courses. To provide guidance and, where appropriate, support the training of members of staff involved in data quality improvement in the method most suitable for the needs of the individual, query and error type. This could be face to face in the user’s location, by phone, email or MS teams as appropriate.

Responsible for the creation, development and monitoring of all Trust data quality/assurance reports – to Provide information on current compliance, areas of focus and new processes in a form in which it can be understood and acted upon by operational and clinical leads

To be responsible for the monitoring of Internal data assurance reports as well as external reports produced by NHS England, NHS Digital and the Secondary Uses Service. To ensure any poor data quality is highlighted and addressed as appropriate, resolving gaps or errors with key data items with agreed deadlines to ensure reporting is accurate at time of delivery.

To establish and monitor data assurance targets across the Trust, identify areas where data quality does not meet set targets and to develop proposals for the achievement of these targets.

Carry responsibility for creation, maintenance, audit and development of all local data quality reporting guidance, policy and procedure within own discipline/field.

To be responsible for maintaining the Data Assurance Risk logs and investigating all Data Quality risks and incidents logged across the Trust via Inphase. Ensure the prompt and effective management of Data Quality risks, ensuring appropriate logs are maintained and reports produced, and that lessons learned are reviewed and adopted into existing practice where possible, or highlighted for forward planning as part of the continual service improvement process.

Responsible for the development and delivery of a Trust wide Data Quality audit plans, from both internal and external providers. This includes undertaking audits using knowledge of local workflows and national data definitions, for systems where staff input data, carrying out random spot checks and produce reports on the audits and feedback to relevant staff at all levels with regards to the findings and required improvements as appropriate.

To develop and deliver plans to improve compliance, Identify areas where data quality provision is inadequate and develop/implement strategies and solutions to provide effective management of information. To be responsible for creating and monitoring the compliance of Data Quality Improvement Plans (DQIP) from both internal and external sources to support improvement working with staff in the area to drive change.

Develop a close understanding of the service lines and adopt a pro-active approach to problem solving as well as anticipating and evaluating information and data assurance needs. Support the development of data quality reports, dashboards and KPIs. Build and maintain strong relations with all key stakeholders including service lines and Corporate Directorates, front line staff, service managers, general managers, finance managers and IT.

Complete the requirements of the Information Governance Toolkit for Data Quality, and report progress / issues to the Information Governance Steering Group helping ensure the Trust achieves a high score

To champion team working practices ensuring processes exist for effective communication with all staff. To model a collaborative and influencing style of working, negotiating with others to achieve the best outcomes and embedding this approach across the team.

To be responsible for the delivery of Trust wide Data Assurance Reports and meetings. This includes:
1. 1. Ensuring that all relevant policies and procedures relating to these meetings (i.e. Terms of Reference, situation reports etc.) are up to date and relevant.
2. Chairing meetings and presenting often complex and sensitive information.
3. To influence others, challenge and defend recommendations, providing robust achievable solutions
4. To provide support for other Clinical Information and Data Quality staff who attend.

Responsible for data quality assurance for all national submissions, statutory returns and data flows. To ensure all Trust reports are regularly compared with previous submissions and assurance reports are maintained.

To use specialist knowledge and expert analytical skills to analyse a range of complex and sensitive clinical and management data provided via electronic or paper means for data assurance purposes. Interpret, report and communicate detailed information to a wide range of staff and external agencies ensuring the data is presented in a format suitable to the end user. To support, advise and influence senior managers to improve data recording through analysis, detailed action planning, improvement plans and monitoring to ensure strategic goals, targets/Key Performance Indicators are met across the Trust.

Using the Trust’s data warehouse and other technologies to diagnose complex data problems and inefficiencies, suggesting and providing solutions and where possible performing information needs analysis with users at all levels. To differentiate between perceived needs and actual needs, offer advice, clarify any complex concepts and negotiate an appropriate information solution.

To work with the Data Engineering and Data Development teams in the implementation of Trust wide standards for data collection for both clinical and non-clinical data capture to improve Clinical Information and Data Quality in all acute settings.

To keep up to date with NHS digital revisions and data definitions. Using expert knowledge of Trust’s internal systems and working in conjunction with the Data Development leads to ensure that information reporting systems are up to date, relevant and able to capture all required data items accurately. To disseminate data capture changes where necessary. This includes providing written guidance documents where required, to support Trust performance and reporting (e.g. reference costs and tariff income).

To investigate, analyse and resolve complex data quality issues and advise service line managers on a range of solution options, to propose and implement new working practice and help encourage, motivate and influence others in change management by supporting accurate, timely, comprehensive recording of data.

Support the Trust in ensuring national and local standards are met prior to mandatory reporting, both internal and external, that activity data is accurate and timely: and that data quality protocols for sign-off are adhered to and recorded.

Responsible for ensuring that data submitted via national returns to all external parties is validated and assured, and ensuring that all anomalies or discrepancies are reported as per Team/Trust processes.

To be responsible for the data assurance work streams by using initiative and a strategic approach to continually seek innovative ways of using technology to support working practices and streamline processes within the Department, Directorate, and the Trust.

To be the named point of contact across sites and to lead the Trust in achieving data quality targets across the Trust. This will be achieved by establishing and identifying areas where data quality does not meet set targets and then monitoring, implementing and developing proposals for the compliance and achievement of these targets.

To proactively support operational staff following local and national data standards including data dictionary and the prevailing financial guidance, ensuring all data quality requirements and expectations of the Trust are met. Where they cannot be met, ensure stakeholders are advised of the reasons why and future plans and actions are agreed and monitored.

Manage complicated issues and competing priorities with frequent interruptions from staff requiring advice or phone calls from internal and external organisations necessitating a flexible and adaptable approach in order to respond and rapidly adjust to changing circumstances and requirements for the immediate progression of the service. Be able to defend recommendations, requiring an in depth understanding of complex issues.
