Summary

The role of the Quality Director is dynamic and strategic, encompassing several key aspects:

Influencing Clinician Culture: The Quality Director plays a pivotal role in shaping the organizational culture of clinicians, driving them toward excellence in quality.

Implementing the Quality Strategy: Working closely with the QLS Team, the Quality Director ensures effective delivery and maximum impact of the new Quality Strategy.

Value Management Approach: The role involves promoting and supporting a systematic approach to quality improvement, bridging the gap from the Quality Strategy to clinical teams.

Additionally, the Quality Director will be involved in supporting the transition to the Functional Assessment Services (FAS) Contract. FAS consolidates existing assessment services for disabled individuals and those with health conditions, simplifying access to support for vulnerable populations in the Midlands, Wales, and Northern Ireland. As the successor to the Personal Independence Payment contracts, FAS will be responsible for assessments related to Personal Independence Payment (PIP), Work Capability Assessments (WCA), and Specialist Benefits (SB).

The Quality Director oversees critical functions, including the Quality Management Regime (QMR), Quality Audit, and Clinical Support. Their responsibilities extend to maintaining high standards, performance, and quality among Health Professionals. This includes ownership of the Quality Performance Programme, ensuring the production of top-quality Assessment Reports, and providing robust audit and assurance mechanisms to evaluate performance effectively.

What you will be doing:

• The Quality Director is responsible for creating, implementing, and maintaining a vision and plan for providing quality outcomes in collaboration with the leadership team, and stakeholders.
• Ownership of the Quality Management Regime (QMR) and the Quality Improvement Plan (QIP) driven by the monthly quality measures review & stakeholder management.
• Lead and manage the Quality Learning and Support Function to develop and enhance the services, equip assessors with the skills and support to deliver excellence, underpinned by evidence-based practice.
• Proactively develop and promote clinical excellence and effectiveness through QLS improvements, collaborating with relevant stakeholders including Clinical Excellence, operations, governance, supply chain and the Authority
• Be responsible for the annual Training Needs Analysis and Plan for the business and key subcontractors and ensure it is reviewed each quarter.
• Keep abreast of relevant research, development, and best practice within the areas of QLS, sharing this information with staff to enable them to respond to changes, managing clinical effectiveness, quality, and professional standards in a timely and co-ordinated way.
• Clinical Quality including audit, advice, and escalations services, assuring the quality of the reports provided to the Authority.
• Clinical Support and Coaching: providing feedback, support, and guidance to continuously improve the quality of the output of the Assessors, driving improved value for money to the Authority and an optimised claimant experience.
• Clinical Training and Learning to ensure Functional Specialists possess the foundation knowledge and skills to produce high quality reports and have opportunities to develop.
• Oversee compliance using the ISO9001 'Plan, Do, Check, Act' approach.
• Working with the Chief Medical Officer (CMO) and Operations Director (OD) to implement the Clinical Governance Quality and Standards Framework (CGQSF) at Health Professional (HP), line manager, and organisational level.
• Convene the monthly Capita CGQSF Board with the Chief Medical Officer and Operations Director to review quality data and trend analysis.
• Identify/provide direction regarding good practice/areas for improvement.
• Proactively assess identified risks and issues.
• Responsible for QMR-related/time-limited improvement actions captured in the QIP with improvement rolled out contract-wide and tracked to completion.
• Initiatives to improve performance/development of all/targeted groups of HPs will be implemented through the QIP, with the QD monitoring outcomes against expected benefits.
• Convene weekly Quality Review Boards (QRB) attended by the clinical leadership team.

• Work collaboratively with the Continuous Improvement Manager/CCI Team to explore solutions.
• Undertake further stakeholder consultation to inform improvements, including innovative tools/technology.


• Issue regular contract-wide Quality bulletins.
• Stakeholder engagement

What were looking for:

• A senior manager with experience working at a director level, with deep knowledge of and passion for improving the culture of quality.
• Demonstrated experience with design, implementation and / or management of Quality Management strategy & quality improvement.
• Previous leadership experience in quality improvement, service redesign and transformation
• Change management experience.
• Significant stakeholder management experience, with the ability to engage and influence at all levels.
• Experience with working within a complex matrix environment / organization.
• Excellent written and verbal communication skills
• Excellent role model for Capita values
• Previous leadership experience in quality improvement, service redesign and transformation are desirable.
• Experience of working within the government contracts, preferably experience of PIP/ WCA is desirable
