Summary

Oversee the strategy and service development to integrate clinical community pharmacy services. Ensure professional advice across directorates and the East Midlands Pharmacy Contractor Team on the community pharmacy delegated functions; Oversee the ICB clinical decision making committees with respect to pharmacy and medicines e.g. JAPC and the Derbyshire Prescribing Group/IMOC, and ensure they are fit for purpose; Oversight of prescribing budget allocations, ensuring financial control for medicines expenditure against commissioned providers including primary care; Drive reform to pharmacy and medicines pathway redesign and service transformation across the ICS. Seek to promote pharmaceutical public/population health and equity of provision to preventative medicine improving health outcomes; Delegated responsibility for duties relevant to the ICB Medicines Safety Officer and Senior responsible Officer for controlled drugs governance and ensure duties are discharged; Delegated professional responsibility for quality assurance, risk management and other clinical governance matters relating to Pharmacy and medicines management for designated strategic areas, localities, practices across Derbyshire. Provide input to ICB commissioned provider contracts, contractor core and enhanced services, and quality standards relevant to medicines; Deputise and support the ICB Chief Pharmacy Officer on ICB and systems leadership for Integrated Pharmacy & Medicines Optimisation (IPMO) working with system Chief Pharmacists and Pharmacy Leads to develop the IPMO strategy. This will include governance on prescribing, medicines spend, key national policies such as anti-microbial resistance and overprescribing, research, technical services and, education and training; Collaborate with other Health and Care professionals to support system clinical strategy and leadership principles. Provide leadership to widen healthcare decision making through engagement of the wider healthcare workforce, leading to quality improvements; Delegated responsible officer oversight for Antimicrobial Resistance strategies and delivery assurance; To deputise for the ICB Chief Pharmacy Officer at regional/national/ international levels on issues in relation to pharmacy and medicines; Lead on professional matters relevant to the Pharmacy Team workforce employed within the ICB and delegated leadership for the pharmacy, medicines commissioning and supply, workforce in delivery of the ICB and system objectives; Oversee and champion the medicine management/pharmacist contribution to the ICB ensuring competencies are met and to further develop the professional leadership and clinical role; Work with academic institutions to facilitate alignment of the national, regional and system strategies to initial education and training of pharmacy professionals and research agendas; Oversight of resilience planning, development and implementation, within the system relevant to medicines and pharmacy. Provide professional and strategic support to pharmaceutical related emergency planning and health protection including pandemics;
