Summary


Now more than ever, people living with cancer are contacting our Macmillan Information and support centres for advice relating to the rising cost of living, so to meet this need we are expanding our newly merged team across LUFT.

In this role, you will work as a Welfare Rights Officer as part of a small team, using your in-depth knowledge of the welfare Benefits system and be able to deliver specialist welfare rights advice and support to people living with and affected by cancer as well their relatives/carers, health and social care professionals. This role will provide support, advice and information to help people affected by cancer to maximise their income.

Help services users to challenge benefits decisions and to prepare supporting them in preparation for tribunals if appropriate.

You will manage the day-to-day work priorities of referrals and your case load.

You will receive referrals via the Macmillan Information and support centres, which may be direct referral from service users or from Cancer teams within the Trust / community.

Service users are given a choice of where they would prefer to be seen, have contact with you. Therefore, you may be required to visit wards or meet service users on site at any of the LUFT trust site centres. To do this you can chose to use the Trust internal transport service should you wish to do so.

To provide specialist casework for people affected by cancer. This includes advice on and calculation of entitlement to disability benefits & other sources of financial support such as grants and help with health & travel cost for enquirers, through appropriate methods of service delivery, including face-face, telephone, letter, e-mail, home visit or outreach.

To provide dedicated consultancy services to the Macmillan Information Service/STHK Cancer Nurse Specialist teams on matters relating to living with a diagnosis of cancer and its impact on people’s lives.

To provide training for team members where appropriate on matters relating to living with a diagnosis of cancer and the impact on people’s lives.
To ensure that all client work is entered onto the Macmillan Information Centre recording system and that all records are accurately maintained and kept up to date for the purpose of continuity of case work and information retrieval.

To prepare clients for and advocate on their behalf at tribunals, reviews etc.
To participate in the Macmillan / review of services process as necessary.
Refer clients on to colleagues or other agencies as appropriate for specialist help with issues that fall outside the remit of the service including housing, debt and employment.

To support and provide information to the line manager to enable the continued development of the Macmillan advice worker in meeting the needs of the client.
• Attend user group meetings as required and work with the line manager in regular service reviews
• To work with the line manager to ensure through supervision that Macmillan Welfare Benefits Advice maintains national standards.
• To assist the line manager in ensuring that performance targets are met, including maintenance of relevant statistical information as required by the Manager & Trust.
• To develop and sustain effective working relationships with other voluntary, community, faith and statutory organisations working with the client group, network with other professionals in the advice work field and represent the project at meetings with other agencies as appropriate.
• Attend with the line manager and participate in any relevant forums as detailed by Macmillan Cancer Support.
ADMINISTRATIVE RESPONSIBILITIES
• To maintain detailed statistical information as required by and in a format determined by the line manager so as to monitor and evaluate the service. To work with the line manager to design effective publicity material and to actively promote the service through appropriate methods.
• To follow the policies/procedures stated in the Trust and Macmillan guidelines.
• To provide to the line manager all relevant information for report production. Including the progress of the service in achieving its aims and objectives and outcomes in line with its performance targets.
• To be largely self-administrating, demonstrating excellent time management skills.
• The collection of all information necessary to meet the monitoring and evaluation requirements of management and funder.
• To record and note all relevant social policy issues in accordance with national guidelines.
• To support Macmillan social policy work by providing case studies and feedback on issues of concern to people affected by cancer.
• To prepare factsheets as requested for Macmillan staff and health professionals.
• To demonstrate a commitment at all times to the aims, principles and policies

TEACHING & TRAINING RESPONSBILITIES
Maintain an up to date knowledge of the welfare benefits system and policies and procedures relevant to the post.
To attend regular supervision and support sessions with the line manager and / or supervisor.
To participate fully in the Trust appraisal process.
To work with the line manager to identify training requirements and attend opportunities for personal development, especially to develop skills and increase
Knowledge & understanding of cancer treatments and its impact on people affected by cancer.
To attend staff meetings as required, delivering information on living with cancer to colleagues & other health and social care professionals working with the client group.
GENERAL DUTIES
• Continually monitor standards of the service and participate in the improvement of service in response to patient feedback.
• To observe the provisions of and adhere to all Trust policies and procedures.
• To actively participate in the annual performance review to identify personal development need.
• To attend Trust Statutory and Mandatory training sessions as required and any other training courses relevant to the post.
• To keep up to date with the requirements of information governance; undertake mandatory training and follow Trust policies and procedures to ensure that trust information is dealt with legally, securely, efficiently and effectively. You must maintain the confidentiality of information about service user staff and organisational business in accordance with the Data Protection Act 1998 and Caldicott principles.
• To ensure that when creating, managing and sharing information records it is done in an appropriate way, subject to statutory requirements and agreed security and confidentiality policies, procedures and guidelines. All employees are responsible for implementing and maintaining data quality, ensuring that records are legible and attributable and that the record keeping is contemporaneous.
• To be aware of the confidential aspects of the post. Breaches of confidentiality will result in disciplinary action that may involve dismissal. The post holder should also be aware that, regardless of any action taken by the employing authority, breaches of confidentiality could result in civil action for damages.
