This opening assignment is for 6 months

City: GLOUCESTER, Gloucestershire

Hybrid working, 3 days per week in the office

The purpose of this role is to lead the development and implementation of engineering projects through their lifecycle from initiation to business as usual. The projects will be focused on highway improvements of various types and focused on positive outcomes regarding, but not limited to, road safety, sustainability including active travel and public transport, improving accessibility, reducing carbon footprint, innovation, and value for money. Experience of commissioning, procurement, or contract management and leading and implementing programmes is essential for this role along with experience of delivering highway engineering scheme.

Key responsibilities:

Lead the development and management of a range of highway engineering projects through their lifecycle from initiation to business as usual ensuring the Council’s policies are met focusing on positive outcomes regarding but not limited to road safety, sustainability including active travel and public transport, improving accessibility, reducing carbon footprint, congestion reduction, innovation, and value for money.
Oversee all projects within the programme, providing leadership for the programme. Lead on input for funding opportunities.
Manage a team of project managers providing them with leadership, direction, and oversight, managing interdependencies and resolving conflicts.
Provide line management for Project Managers of varying levels.
Be responsible for programme governance, (including stakeholder management, change control, risk and issue management and escalation, monitoring and evaluation, quality assurance, resource management) ensuring that corporate requirements are met.
Ensure that project management processes are in place and actioned. Ensure that projects are running to budget cost and programme.
Be responsible for managing communications with internal and external stakeholders, carrying out engagement at appropriate points of a project. Reach resolution on difficult or conflicted issues.
Lead in working with teams across the Council to identify concurrent schemes across all programmes of highway work with the ability to provide enhancements to the overall programme delivery through identifying opportunities to reduce conflicts, minimise disruption, combine and integrate schemes.
Oversee the qualitative and quantitative risk management of projects.
Lead in the commissioning and coordination of internal and external service providers including but not limited to designers, the TRO team and other relevant providers, acting in the role of Client. Work will include assessing and agreeing project briefs and fee estimates, monitoring work done against cost, quality and programme.
Required to travel throughout the county, as and when required, and must hold a full, valid driving licence.

Qualifications:

Educated to degree level with experience of delivering highway engineering scheme.
Recognised project management qualification.
Full, valid UK driving licence.



Experience:

Experience of commissioning, procurement, or contract management and leading and implementing programmes is essential.
Must have worked in highway engineering delivery and traffic management and be experienced in building and maintaining productive relationships, including those with stakeholders and partners.
Experience of leading and managing staff to achieve outcomes as well as a successful track record of achievement in developing and managing a team.
Experience of building and maintaining productive relationships, including those with stakeholders and partners.
Experience of successfully leading, developing and implementing programmes and projects and carrying out consultative customer exercises.

Successful budgetary and resource management experience.
A proven record of leadership and excellent team management.



Knowledge:

Understand and apply the CDM Regulations including taking on the role of Client in the context of the regulations.
Have an understanding of contracts including but not limited to NEC contracts and act in the role of Client.
Understanding and experience of highway design and materials.
Knowledge and application of project management tasks and processes.



Skills & Abilities:

Excellent personal and inter personal communication skills including team building, motivation, leadership and ability to maintain and develop effective partnership working.
Well-developed data interpretation, analytical analysis, and planning, benchmarking, and implementation skills.
Highly developed written, presentation and report writing skills, using effective language to convey convincing ideas and arguments and simplify technical and complex information.
Ability to identify and respond to the political context advising senior management, lead commissioner and members where necessary.
Ability to make considered logical and rational decisions in a timely manner and communicate them clearly.
Able to build effective strategic relationships across the council and with key partners/stakeholders.
Flexible, creative and self-motivated and able to work autonomously.
Organised and able to meet deadlines.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
