Summary


The post holder has continuing responsibility for the operational delivery of the Endoscopy Service at Luton and Dunstable Hospital NHS Foundation Trust.

The post holder will be expected to demonstrate clinical and managerial leadership and innovation, ensuring the highest standard of care to all patients. The post holder will be key in developing the service and a high performing team. This includes leading on a culture of continuous improvement, ensuring patient safety is delivered in line with best practice and an excellent patient experience. This will include developing and retaining a motivated and competent nursing workforce.

In collaboration with the Clinical Operations Manager, Endoscopy Clinical Lead, Clinical Director for Endoscopy, General Manager for Gastroenterology and Endoscopy Compliance Operational Manager and Head of Nursing, the post holder will be responsible for the delivery of key quality targets, including access, cancer and financial performance. The post holder will also contribute to the development and delivery of the endoscopy strategy in line with the Trust’s corporate objectives, including ensuring JAG accreditation is maintained.

• Demonstrates highly specialist endoscopy knowledge, skills and innovative practice, underpinned by a sound evidence base and acting as a source of expertise.
• Acts as a role model, accountable for own practice, demonstrating high standards of care and providing leadership to members of the multi-disciplinary teams.
• Provides exemplary clinical and management supervision to all members of the endoscopy nursing team.
• Leads on the assessment, planning, delivery and evaluation of care of patients admitted to endoscopy in accordance with Trust and departmental protocols.
• Works within and monitors the teams’ adherence to the Medicines Management policy. Demonstrates a full understanding of requirements for ordering, receipt, storage and administration of all type of medication. Has oversight of issues and risks associated with medication administration and systems in place to mitigate and resolve.
• Actively involves patients, relatives and carers in their treatment and encourages staff to facilitate and enable individuals to assist in their own recovery.
• Demonstrates in-depth knowledge of infection control policies, local strategy with practical experience and principles in relation to the clinical environment, patient care, the prevention of cross infection, outbreak management, good hand hygiene and environmental cleaning.
• To use specialist knowledge of Endoscopy to assist members of the endoscopy team and medical staff in adhering to the British Society of Gastroenterology guidelines.
• Reviews clinical practices, ensuring compliance with clinical governance and JAG accreditation requirements. This includes leading on endoscopy audits and providing time for key staff to carry these out.
• Works collaboratively with the booking, administration and secretarial teams to identify and ensure effective utilisation of elective capacity across endoscopy.
• To identify plans and mitigation for any mismatch in demand and capacity.
• To ensure patients follow agreed endoscopy pathways of care and are supported towards safe and effective discharge.
• To lead infection control initiatives ensuring all staff within the Endoscopy department comply with Trust and NHs policies.
• Developing, implementing and evaluating patient pathways in collaboration with colleagues internal and external to the trust
• Responsibility for management and leadership of Endoscopy, maintaining an appropriate management style that supports positivity, team working and innovation.
• To be highly visible, accessible and approachable to staff, patients and the public to ensure that open and honest communication channels are created and sustained.
• To be responsible for the professional leadership of the Endoscopy team, demonstrating a flexible leadership approach and a proactive, responsible attitude to promote confidence in the team and service.
• To ensure a high standard of financially effective care delivery within the Endoscopy Unit.
• To liaise with all members of the Endoscopy Department MDT to facilitate and effective and efficient service delivery to all patients attending the Unit.
• Provides professional and managerial leadership for Clinical Nurse Specialists within Endoscopy.
• Delegates responsibility appropriately while maintaining overall responsibility and accountability for outcomes such as the rota, agency and Bank use of staff.
• To manage the Endoscopy nursing establishment within limits of a set budget, ensuring timely recruitment and appropriate selection of staff. To also assist in identifying and implementing appropriate retention strategies.
• To provide appropriate guidance and support staff in line with the trust’s disciplinary and sickness/absence procedures. To lead in the implementation of HR policies (in conjunction in HR Business partner) and participate in formal procedures as requested by the Endoscopy Clinical Operations Manager.
• Investigates complaints, drafts responses as required with the Complaints team and implements changes as a result of these investigations within the time frames stipulated.
• To ensure staff skill-mix and development is appropriate to ensure patients receive safe, effective and individualised standards of care within the endoscopy setting following national guidelines and standards
• Identifies a forward plan for staffing, including a model of delivering nursing services to Endoscopy and ensuring that the establishment is regularly reviewed with Finance.
• Demonstrates the values of the organisation and the NHS Constitution. Can articulate a compelling vision for the department/organisation.
• Set standards for the Department ensuring that high standards of nursing care, infection control, cleanliness, and patient safety are maintained so as to enhance a good patient experience within the Unit.
• Ensures the privacy, dignity and confidentiality of patients, relatives and colleagues is respected at all times.
• Ensures respectful interactions when communicating highly sensitive/difficult information and subsequent support of patients, relatives, carers and colleagues as appropriate.
• With support from the Endoscopy Clinical Trainer, ensures all staff undertake the necessary clinical and mandatory training required of their related area and that any related competencies are signed off; i.e. preceptorship, medication administration, venepuncture and medical equipment.
• With support from the ECT, ensures new staff (including temporary/Bank/Agency staff) are welcomed to the ward and undertake the ward/departmental induction and orientation programme.
• Participates in regular meetings with Endoscopy Clinical operations Manager, GM for Specialty, Endoscopy Clinical Lead, Clinical Director, Band 7 Deputy Lead Nurses at agreed intervals to ensure the smooth running of the Unit.
• Represents the team and organisation at professional meetings as requested and feedback information. Ensure there is a method of communication that reaches all staff within the team considering different working patterns.
• Undertakes performance reviews and hold individuals to account by effectively challenging poor performance and documenting actions and outcomes in staff personal files.
• Articulates clear instructions or actions, outlines the related quality standards expected and provides a balanced feedback on a one to one basis.
• In conjunction with the ECOM, monitor, update and record staff sickness and absenteeism using Health Roster and following trust policies and guidelines.
• To assist in the resolution of any conflicts within the clinical area. This includes attempting to resolve informal complaints locally and assisting in the investigation of and response to formal complaints as required.
• Leads on Nursing and Clinical Audit across the Endoscopy service.
• Ensures effective communication, both written and verbal, in the interest of patient care and with the multidisciplinary team in line with the organisation policy.
• Contributes to and oversee the safe and effective discharge planning of patients informing the discharge team of issues and patient /relative requirements/requests.
• Leads on the assessment, monitoring and management of risk within area of practice, working within the clinical governance framework to improve service quality.
• To investigate accidents and incidents, identify and corrective action when necessary, in conjunction with the ECOM/Head of Nursing where necessary.
• Enables a positive patient experience through being courteous and helpful to patients, families/carers, colleagues and all users to the trust. Acting as a positive role model to the Team. Proactively seeks patients', carers' and families' feedback on the service provided by the team.
• Maintains competent computer skills and be able to access patient details and reports via the Trusts IT systems.
• Ensure that the Department is clean in line with the hygiene code; by monitoring as appropriate in partnership with the housekeeping services and Estates manager as required to maintain required standards.
• Assist to plan and approve duty rotas to meet the short and long term requirements of the clinical area considering the needs of the patients and the skill mix requirements in relation to acuity and dependency.
• Identifies solutions for gaps in staffing and escalates appropriately.
• Facilitate the cascade of information ensuring awareness of care group, Trust and NHS initiatives, facilitating Unit and team meetings, supporting staff discussion and responding to feedback.
• To ensure compliance with the Trust’s Equality and Diversity policy- supporting the delivery of the trust’s Race Equality Scheme. Also to support the trust’s duty to positively promote race equality and equality of opportunity for disabled people ensuring services are responsive to the needs of equality groups.
• To ensure that staff in the Unit are fully aware of the Trust’s Child procedures and that strategies and plans are in place to accurately identify children and vulnerable adults at risk of abuse.
• To ensure that staff in the Unit are fully aware of the Trust’s Major Incident Plan and has a full understanding of its role within this.
• Provides specialist advice with regard to the purchase and commissioning of resources relating to Endoscopy.
• Ensures that all medical equipment is kept in a safe condition and is ready for use when required, and that faulty equipment is reported and/or replaced as necessary.
• Budgetary responsibility for delivering financial balance across Endoscopy in collaboration with the ECOM, Directorate Accountant, supported by the General Manager.
• Acts as delegated budget holder including budget setting and authorising expenditure.
• Responsibility for ensuring equipment is properly used and maintained and appropriate service contracts are in place.
• Acts as an authorised signatory including overtime payments, expense sheets, bank timesheets, authorising purchases.
• Ensures relevant targets are met within sphere of responsibility
