Summary

The post holder will be accountable for the day to day operational management of the Trust’s community mental health services within a defined geographical area on behalf of the West Essex Care Unit Director. The post holder will provide expert senior managerial and professional input to high level decision making within the Directorate and across the Trust, and support the quality improvement and service development agenda for the Trust in line with the strategic plan.

It is expected that the post holder will work in collaboration with Commissioners and other system partners in the development delivery and transformation of services in line with the local Integrated Care System.

The post holder will take responsibility for day-to-day achievement of the key priorities and targets for the Trust in their area of responsibility and will maximise meaningful patient, carer, and staff involvement. This includes modeling explicitly the Trust’s values in their interactions and relationships both internally and externally to the organisation.

In the execution of these duties the post holder will be required to provide and receive highly complex, highly sensitive and at times highly contentious information. The post holder will be expected to be able to use enhanced evaluation and analytical skills to inform decision making both internally within the organisation and externally across the local health and care system.

The post holder will
• Ensure that all teams are compliant with CQC Essential Standards of Care and to work with the Trust’s Compliance Team in maintaining compliance and a high standard of care.
• Adapt practice to meet individual service users’ circumstances.
• Provide specialist mental health leadership and clinical oversight to mental services and practitioners both direct reports and members of the integrated teams.
• Provide effective and supportive leadership and direction maximising personal visibility and approachability, ensuring that services work collaboratively to achieve the overall aims and objectives of the service area and the organisation as a whole.
• To lead the day-to-day functioning of the area / service, identifying and solving operational difficulties by using the resources of the Trust and associated Local Authority resources.
• Ensure the dissemination of standardised best practice across all services, addressing areas of poor performance and highlighting areas of excellence for replication
• Ensure completion of all regulatory and mandatory action plans such that the Trust may expect to meet its statutory and regulatory requirements

To take day to day management responsibility for effective delivery and development of the area / service taking account of the changing landscape in relation to the health and social care agenda, ensuring service users, carers, staff and the West Essex local partners are actively involved at every stage.

To take management responsibility for the effective and efficient delivery of services through providing leadership and management to a large cohort of clinical and non-clinical staff, including both health and social care staff.

To ensure that the three quality domains of safety, effectiveness and service user experience are central to the development of all services.

To ensure that robust systems are in place to ensure that all staff in the area / service, comply with Trust and relevant Local Authority (as applicable) policies and expectations in respect of attendance, supervision, appraisal, discipline, competence, behavior, compassion, performance and evidence-based practice.

To supervise managers reporting directly to the post holder, conducting annual performance reviews, developing personal development plans, developing succession plans and ensuring day-to-day formal and informal feedback.

To ensure that all clinical areas are optimally staffed at all times.

To work closely with medical colleagues and professional leads, towards the Trust’s agreed goals.

To ensure that quality, effectiveness, the management of risk, patient safety, and the experiences of patients, carers and staff are all actively monitored, managed and improved.

To participate in the review of complex cases that carries a high degree of risk.

To attend as required specialist meetings with other agencies for the review of complex cases including Protection of Vulnerable Adults Meeting, Child Protection Meetings and Serious Case Reviews etc.

To ensure the physical healthcare of patients is treated with parity of esteem such that patient outcomes are optimised and Trust/national audits yield positive results

To assist as appropriate in the formulation, development and publication of the service business and cost improvement plans in line with the Trust and Local Authority requirements.

To contribute to and implement human resource plans in the operational sphere including identifying development and training needs of individual staff members and units.

To monitor demand and select, deploy and develop staff and resources to meet it.

To ensure that all staff are compliant with the mandatory training requirements of the Trust and Local Authority (as applicable).

To ensure all incidents, serious incidents, complaints and other matters are reported and managed effectively and within the required policy frameworks and timescales.

To ensure effective appraisals systems and personal development plans are in place for all staff, irrespective of grade and seniority, in line with the Trust’s and relevant Local Authority policies.

To ensure that all staff are appropriately trained in the Trust safeguarding procedures and policies and are conversant with their individual responsibilities in protecting at risk children, younger and older adults.

To ensure that all staff are conversant with the Trusts policies and procedures and individual responsibilities in relation to cleanliness, hand hygiene and infection prevention and control.

To ensure that all staff within the area of responsibility are compliant with the mandatory training requirements of the organisation.

To ensure that all legislative requirements specifically in relation to the Mental Health Act 2007, the Mental Capacity Act 2005 and Deprivation of Liberty Safeguards 2007 are adhered to.

To deputise for the Director / Associate Director when requested, at meetings and events, including attendance at the Trust Board, and Executive Team, or to cover annual leave and sickness.

To participate in the relevant on call rotas as required.
