Summary


An exciting opportunity has arisen for a Health & Safety Advisor to join the Trust. As the successful post holder you will be responsible for providing specialist advice, guidance and training regarding Health and Safety. You will ensure that the Trust continues to meet and exceed its statutory obligations and support operational managers, both clinical and non-clinical, to enable them to undertake their responsibilities locally.

The ideal individual for this post will have a proven track record advising on Health and Safety matters in the public healthcare sector or equivalent and the ability to work autonomously to support clinical and corporate services in identifying realistic solutions to health and safety issues.



The Safety Advisor will support Trust wide with the effective delivery and development of Health and Safety to ensure that a consistent approach to Health and Safety is taken, underpinned by standardised processes and protocols

The post holder will contribute to operational services delivery in their area which meets the Trusts objectives and targets and will ensure the Trust complies with all statutory requirements in terms of Health and Safety and ensuring continuous improvement within monitoring of data and audits.

8. Divisions meet all the Safety Standards / procedures in relation to staff, such as workplace inspections, risk assessments, training and maintenance etc and in doing so making adjustments were necessary to meet individual needs.
9. Divisions receive the right balance between operational guidance and strategic planning so that the Trust can ensure the safety of staff, patients and visitors now and in the future.
10. Divisions have access to specialist knowledge to support the development and implementation of safety systems to enable the organisation to achieve its strategic objectives.
11. Health and Safety procedures and processes based on Health and Safety legislation, approved codes of practice and best practice and reduce the risk of litigation facing the Trust.
12. All Staff have access to specialist Health and Safety guidance and support.
13. Effective partnership working with staff side colleagues (e.g. safety representatives) on an individual case basis and general Health and Safety issues.
14. Improvement in staff survey results for the relevant division.

Principal Responsibilities:
1. To provide support, advice and guidance on Health and Safety at all levels within the organisation.
2. To undertake the role of Security Management providing advice and support to the clinical divisions as required.
3. To audit and monitor Health and Safety standards and performance within the Trust.
4. To deputise for the Senior Safety Advisor (Health & Safety) as required.
5. To assist and support the Trust’s Divisions and the services within, in meeting their Health and Safety obligations and responsibilities as laid down in Trust policies and procedures.
6. To facilitate the development and implementation of Health and Safety projects at a strategic and operational level.
7. To co-ordinate and undertake Health and Safety risk assessments in premises owned or occupied by Mersey Care NHS Trust and to provide reports on the findings of the assessment to appropriate managers.
8. To support Health and Safety link persons within clinical services.
9. To co-ordinate and, where appropriate, undertake regular inspections of Trust premises, or at any time deemed necessary by changed circumstances, and to provide reports as necessary.
10. Review and analysis of incidents and incident trends as well as reporting to and liaising with external agencies (HSE etc.).
11. To ensure safety databases are up to date and accurate records kept and disseminated.
12. The development and presentation of Health and Safety training for all staff grades.
13. To advise on the content of the organisations Health and Safety policies.
14. To liaise with Estates/Facilities Department, Building Control, and, where appropriate, designated architects etc. on plans for new builds or refurbishment of existing buildings in relation to legislative and technical Health and Safety requirements.
15. Where appropriate undertake incident investigations using root cause analysis.
16. Undertake specialist risk assessments, where highly complex issues need to be taken into account.
17. Ensure that the Senior Safety Advisor is informed of all situations which may have a potential impact on the Trust because of its severity or sensitivity.
18. The post holder is expected to manage their own workload and act independently within agreed policies and procedures.
19. To liaise with ward and departmental managers on Health and Safety issues.
20. To liaise with the maintenance contractors regarding the maintenance of relevant safety systems.
21. To develop & implement security awareness programmes initiatives under the guidance of the Senior Safety Advisor / Head of Safety and Security
22. Investigate security Incidents, providing support and advice and liaise with law enforcement agencies re implementing sanctions
23. To participate in training as identified through the Trusts Personal Performance Planning procedures.
