Havant Borough Council is seeking an experienced Systems Accountant to join our project team to implement Financial Management
System and play a key role in implementing and optimising our financial management system.



Job Profile:

As a Systems Accountant, you will be responsible for overseeing the implementation, maintenance, and optimisation of our financial
management system. You will collaborate closely with cross-functional teams to ensure successful implementation and post
implementation support to Council staff.



Key Responsibilities:

Project support: support the implementation of new financial management system, including needs assessment, configuration, and
customisation. Also, understanding the organisation's financial processes and requirements.

Data cleansing and migration: Review data, cleansing and transferring of the existing financial data into the new system, ensuring
accuracy and completeness.

Integration: Integrating the financial management system with other relevant systems. Implement required interfaces from and to
the new finance system. This includes working with the Council’s digital team on the design and development of the interfaces
using API and/or custom SQL based scripts.

Testing: Performing comprehensive testing to ensure the system functions correctly and meets all requirements.

Documentation: Develop and maintain system documentation, including user manuals and training materials for reference and future
training purposes.

Configuration and customisation: Support the setup of the system to align with the organisation's chart of accounts, reporting
structures, and workflow processes.

Post-implementation support and training: Providing ongoing support and troubleshooting assistance to users as they begin using
the new system. Providing user training and support to ensure staff members can effectively utilise the financial management
systems.

Reporting: Report to project board, project lead, project manager and liaise with project team.

Reports: Review and provide standard system reports; as well as design and produce financial management enquiries, reports and
dashboards in consultation with Directors, Financial Managers, Head of Service and Budget Holders as appropriate to maximise
efficiency through the system.

Compliance: Ensure compliance with local government regulations, policies and procedures governing financial management and
reporting, including adherence to statutory requirements set forth by including CIPFA.



Qualifications:

* Professionally Qualified Accountant (CCAB body) or AAT with relevant skill and experience
* Significant experience of working in Public Sector, ideally 10 years, proven experience in implementing and managing financial
management systems e.g., TechnologyOne, Integra.
* Strong understanding of accounting principles and financial processes.
* Excellent analytical and problem-solving skills.
* Effective communication and interpersonal skills, with the ability to collaborate across departments and levels of the
organisation.
