Home based role
A Principal Building Safety Manager is required to support the Head of Service with the strategic, operational and financial management of the service area, ensuring that statutory requirements for building safety are met. To deliver strategic management of building safety, supporting the Head of Service in developing long terms plans to provide homes and services that put residents and communities first, and are fit for the future. Building safety for homes and neighbourhoods is an organisational priority and is achieved through an ongoing programme of inspection and remediation across 6 key compliance areas: fire safety, asbestos management, gas safety, electrical safety, water quality and lifts.
Key responsibilities:
Lead and coordinate the development and delivery of a robust regime for building safety management and related compliance and performance reporting. Support the Head of Service in establishing overall asset strategies, investment profiles and option appraisals based on up to date, reliable building safety data.
Coordinate the collection, management and use of building safety data to enable timely actions to be taken and compliance maintained. Work collaboratively with colleagues and other key enablers and partners to develop and deliver programmes of work, commissioning specialist input where required.
Support the team to introduce and implement Standard Operating Procedures in line with Service EQFM approach. Reviewing and updating procedures to reflect changing circumstances, learning and good practice.
Develop an approach to risk management across the 6 key compliance areas that is integrated with other asset activity and ensures risk responses are proportionate and effective.
Ensure that the service area maintains up to date knowledge of regulatory frameworks affecting building safety and that staff are adequately trained and supported to undertake their responsibilities.
Advise the Accountable Person and relevant Council groups and Boards of any breaches of the required standards and the plans in place to address this.
Champion the delivery of the Asset Management Strategy, ensuring that policies and plans help to deliver the Housing Standard.
Oversee a team of building safety technical specialists and provide line management for managers assigned in the structure.
Guide and support the development and delivery of resident engagement about building safety, helping residents to understand strategies and plans and their role in keeping themselves and others safe.

Qualifications:
Construction and Built Environment or Project Management: Degree level qualification or equivalent experience.
Professional Qualifications: MCIOB, MRICS, PMP.
Possession of a full and valid driving licence and a car available for work. (Exceptions can be made for disabled applicants).
Experience & Knowledge:
Relevant management level knowledge and experience of Compliance and Building Safety Regulatory Frameworks, British Standards and current sector best practice in social housing.
Proven track record of data management, performance reporting, trend analysis and risk profiling.
Experience of developing organisational responses to Regulatory requirements.
Current knowledge of Health and Safety, Equality and Diversity, Safeguarding legislation in relation to the role.
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Experience of working with elected members and display political awareness desirable.
Skills & Abilities:
Proven ability to coordinate the management of specialist building safety information, advice and support in social housing.
Excellent leadership, project management and project delivery skills.
Can work collaboratively across a number of disciplines in order to achieve effective outcomes.
Excellent written and verbal communication skills demonstrating respect and consideration in all interactions.
Ability to work flexibly and independently, managing competing priorities to deliver work to agreed deadlines.
Ability to effectively mentor, support and empower staff to produce an excellent quality of work.
Able to travel to various locations in order to carry out the duties of the job.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
