Summary
Job Context Health and Wellbeing provides a service for Council employees, Schools and Academies and external contracts. The Health & Wellbeing Service is nurse led; telephone consultation service based at County Hall in Northallerton with by arrangement face to face services provided through on-site clinics. The post holder is clinical manager for the occupational health team providing advice and guidance to clients and managers on employment related health matters; with overall responsibility for the development and delivery of the OH health surveillance programme. This job is also to plan and manage the delivery of service operations; provide clinical supervision and authority surrounding the delivery of the service and champion a culture of high-quality customer care across Health and Wellbeing Services. Job Purpose Lead and manage the clinical OH advisory and technician team; continuously improving the quality of HWB services, delivering high standards and creating an environment in which clinical excellence will flourish. This role has oversight for the administration team involved in their day-to-day direction of activity and efficiency of service. By working clinically as a member of the nursing team you will safeguard the system of steps and procedures to ensure that service users receive the highest quality provision and ensure a high standard of advice and guidance is given to clients and managers within the Council and external contracts on work related health matters. Operational Management Clinical manager in provision of an occupational health service in-house to North Yorkshire Council (NYC) and to external clients offering advice, guidance and support on work related health matters including suitability for employment, fitness to work and rehabilitation to the required professional standards in compliance with legislation and local policies. To lead and manage the Senior OH Technicians to deliver health surveillance requirements, health promotion and health awareness through the OH Technician team and support the achievement of clinical standards of all health surveillance programmes ensuring compliance with health and safety standards. Central point of contact for the health and wellbeing service in-house to North Yorkshire Council (NYC) and to external clients offering advice, guidance and support on general operational enquiries and work-related health matters. Provide clinical and professional leadership, supervision, advice, and guidance to the clinical team and foster collaborative partnerships with other Services and disciplines. E.g., HR / PH / H&S Use clinical skills and knowledge to give specialist advice and support to peer group staff, clients, and managers particularly in complex case management. Responsible for the implementation of the clinical standards ensuring these are set, embedded, and monitored in accordance with the needs of the service in conjunction with the clinical governance lead. Champion a culture of high quality across HWB Services; instilling within the team the shared philosophy of quality and clinical practice. Develop collaborative relationships and support efficiency to improve clinical outcomes and minimise service complaints. Lead the development and delivery of workplace wellbeing initiatives and projects and health promotion activity. Resource Management Responsible for providing and recording group and individual clinical supervision and professional leadership to the OH Advisory and OH Technicians teams; offering advice and support as appropriate whilst ensuring autonomous working. Clinical training advisor and role model for quality improvement, ensuring that teams meet clinical competencies relevant to practice, promote educational activities. Support the team in ensuring compliance of the requirements for revalidation of nursing registration. Keep up to date with quality developments, educating and training the team regarding new developments for their clinical practice. Managing the team resource to ensure that capacity meets demand, ensuring service continuity and that SLAs are met. Partnerships Effective liaison with experts and Occupational Health Physicians on health and wellbeing referrals and ill health retirements. Establish and maintain network of third-party GP / OH Physicians / Consultants and ensure the service has access to a named OHP for the purposes of seeking specialist advice and escalating cases. Communications Represent Health and Wellbeing Services at Council wide forums, inter agency meetings and external meetings and forums deputising for the line manager on matters as appropriate. Perform the role of OH advisor when clinic capacity demands dictate. Ensure the efficient administration processing of Ill Health Early Retirement IHER cases and liaise with GPs, consultants, and other primary carers as appropriate. Systems and Information Ensure the maintenance of occupational health reports and clinical reports in accordance with legislation and ethical standards; and that the team complies with GDPR and data protection. Ensure adherence to legislative and ethical standards (e.g., confidentiality and consent) in the provision of advice and guidance on employment related health matters to managers and in the management of ill health retirement cases.
