Summary

Main Duties and Responsibilities Responsible for ensuring that there is a clear process for identifying and prioritising new projects. Responsible for the day-to-day work assigned around the West Yorkshire Digital Programme Plan and its implementation. Provide leadership for the digital programme, working jointly with the CIOs, CCIOs and SRO to drive transformational change across the system. Responsibility for supporting the CDIO with the ICBs statutory requirement around cyber security. To lead and co-ordinate the production of the digital programme action and delivery plan to ensure delivery of the vision outlined in the Digital Strategy. To develop and co-ordinate the associated work programme to deliver the required projects with all key stakeholders. Ensure that all projects have identified benefits and that these are delivered as part of the project implementation. Responsible for setting project management standards and for ensuring that regular project assessment(s) are undertaken. Responsible for managing the demand for programmes/projects, challenging and prioritising accordingly to ensure the best use of available resources. Robustly challenge programme/project slippage and secure recovery action plans with assigned accountabilities. Use system knowledge to facilitate the resolution of bottlenecks and blockages in the critical path of the designated programmes/projects. Manage potentially highly complex and politically sensitive relationships. Responsible for generating and analysing highly complex information to ensure where a range of options, and the implications of each of these, have to be considered in order to make informed decisions are made regarding programme/project delivery. Ensure that inter-dependencies between projects are identified, mapped and monitored and ensure the sequencing of changes is clearly described. Working within the overall strategic objectives, devise, implement and monitor short, medium and long term strategy, clearly identifying links to national, regional and local priorities and policy objectives. Evaluate, interpret and locally implement best practice. Oversee area of activity, analysing its performance in line with organisational and departmental targets and objectives. Ensure that programmes and projects support the strategic direction of the digital programme, supporting the Programmes goals. Ensure that the digital programme delivers against its Strategy. Advise and recommend opportunities for service assessment and continuous development in line with business strategy and the West Yorkshire Health & Care Partnership strategic direction. To establish risk and issue logs for the programme and individual projects. To ensure benefits are tracked and any unintended negative consequences are captured. Oversee the tracking of progress against plans and transition milestones, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders. To be responsible for implementing effective systems, control processes and risk management arrangements in line with the clinical and corporate governance strategy. Ensure that the digital programme is meeting its obligations concerning Data Protection and Information Security as well as other National standards. The post holder will ensure that changes within the digital programme are in line with national policy and ensure that the programme maximises the use of national opportunities. The post holder is required to ensure the delivery of the programme and ensure that difficult decisions are implemented via project leads that are not directly line managed by the post holder; this requires a high level of persuasive and negotiating skills. Direct management of the West Yorkshire digital team and act as a role model to staff by working in a way that delivers the objectives and values. Provide strong individual and professional leadership through change and support staff through a visionary, motivational and problem-solving approach. Act responsively with any personnel issues in line with policy. Sickness, disciplinary and other policies and procedures. Promote and support staff development. Develop and nurture a culture of mentorship and openness. Provide overall line management to a multi-disciplinary team (including clinicians), taking responsibility for all elements of staff management. Provide indirect management/co-ordination of multi-disciplinary teams working in partner organisations, where they are delivering regional initiatives. Present data and information, explaining highly complex and / or controversial issues, to a wide range of internal and external stakeholders. To be responsible for developing processes and systems to streamline more effective data capture. Devise, develop and implement appropriate information sharing systems. To aggregate information from multiple sources and across service areas. To contribute to the preparation and delivery of presentations that are clear and appropriate to the purpose and the audience. Update, maintain, organise, gather and analyse information to predict/meet future organisational needs by identifying best practice. To report appropriate information to the Digital Board and the West Yorkshire Health and Care Partnership Senior Leadership as required. Ensures that relevant groups are able to access best practice and current information about Integrated Care and related issues in line with the transformation programmes. Encourage places/organisations to implement the appropriate infrastructure for research to be conducted. Commission research and development activities as required and share the outcomes with partner organisations. Ensure the benefit from research, development and innovation are realised by stakeholder organisations within West Yorkshire. Lead the development and implementation of general policy and procedure for a major area of activity. Present highly complex and sometimes contentious information on all aspects of delivery area in a clear, understandable and audience-appropriate manner, to senior management, board level groups and key stakeholders. Provide regular contact with internal and external stakeholders and will often need to engage with them over sensitive, complex, contentious and confidential issues such as strategic level service change, organisational change and performance targets and strategic objectives. Identify conflicts and negotiate ever-changing priority-based decisions with stakeholders, managing expectations appropriately. Use specialist knowledge, consultancy skills and experience to advise on IM&T solutions and guide staff on a course of action. To use specialist knowledge for developing procurement specifications (Output Based Specifications) where a need for an IM&T solution is identified. This will involve significant analytical work. To use specialist knowledge to ensure that IM&T implementations are carried out in accordance with change management best practice. To develop and maintain protocols and standards for system implementation in accordance with project and change management best practice. Provide oversight of funding opportunities with details of bids submitted, current status and monitoring of approved funding streams in collaboration with individual organisations. Hold budgetary responsibility for a major delivery area and the services provided as part of this, including evaluation of value for money of new contracts; budget setting; monitoring the performance of existing providers; ensuring that performance aligns and complies with contractual terms and conditions.
