Summary



What's involved with this role:

The focus of this role is to assist in the response to infectious diseases including but not limited to COVID-19 in the London borough of Hackney, working under the general direction of the Regulatory Services Manager to enforce all relevant legislation administered by the department, and to educate and encourage the public and business proprietors in order to improve relevant standards.

The post holder will work closely with Public Health colleagues in controlling the infectious disease transmission risk and local outbreaks. You will be required to be available for some evening, weekend work as well as public holidays.
The post holder will undertake inspections, investigate complaints, prepare reports and plan, prepare and carry out targetted operations utilising
resources from across the service as appropriate to ensure the objectives of the service are met.
The post holder will adopt a collaborative partnership approach, seeking prevention and building opportunities for compliance.
The post holder will undertake outreach work with communities, businesses and residents and where behaviours exist that impact upon communities seek to change these behaviours utilising the 4 E’s of engage, explain and encourage and enforce.
The post holder will be dealing with complex issues and difficult to resolve problems across the remit of the role. The post holder will need to seek creative and innovative solutions that achieve sustainable and long term improvements working closely with a range of colleagues and partners.
The post holder will be responsible for ensuring statutory and legal obligations are delivered and communicated in a customer focussed manner, optimising available resources.
The post holder will be the lead officer for the authority in this particular specialism - infectious disease control / COVID-19 response.

Qualifications:

To hold an appropriate Environmental Health Registration Board approved academic qualification – an MSc, BSc (Hons) or Diploma in Environmental Health.
To hold EHORB Certificate of Registration or equivalent
Evidence of continuing professional development
Post graduate qualification in Infectious Disease Control - desirable


Experience:

Experience of routinely producing own unique correspondence in response to sensitive or complex matters.
Experience of planning, setting and updating own work against objectives, determining work methods to achieve objectives and receiving and acting upon feedback on work performance.
Experience of providing comprehensive advice, to a variety of types of premises.
Experience of advising business, consumers and other service users of the criminal and civil law relating to environmental health
Experience of preparing reports and statements to meet legal and court procedures and including taking the lead role in complex investigative work.
Experience of working as an enforcement officer in an environmental health department.
Experience of obtaining, evaluating, recording and storing information both manually and electronically to aid record keeping.


Knowledge:

Understanding of quality assurance requirements gained through training courses or within the working environment. Also experience of work regarding these initiatives would be desirable.menting projects to conclusion and reporting the results.
Detailed technical and legal knowledge and understanding of major environmental health and health and safety legislation administered by officers at this level.


Skills & Abilities:

Good communication skills and ability to communicate verbally and in writing with individuals and groups at all levels, including with other organisations.
Able to convey verbally and in writing, in plain language and by reference to the appropriate section or paragraph and relevant case law, the main offences and controls under the legislation enforced
Ability to represent the team and colleagues in respect of environmental health and other related functions, to assess and comment on information and opinion, and recommend appropriate courses of action.
Ability to report on areas of dissatisfaction with service provision and working arrangements
Ability to lead team/project work and willingness to inform advice and support colleagues in tasks to meet organisational objectives, providing leadership and direction to individuals and to the team.
Ability to lead meetings and group discussions, assist in problem solving and decision making, advising and informing others appropriately.


Willingness to create and enhance productive working relationships with immediate line managers and colleagues by providing information, seeking information and advice, making proposals for action, seeking ways of improving relationships, and performing in a helpful and willing manner.
ICT Skills: IT skills including Microsoft packages or equivalent (e.g. G Suite)
