Summary

What's involved with this role:
A Procurement Officer is required for the central procurement department that advises across all areas including social care, building, transport and IT. You will report to the procurement manager in respect of contract management activities / governance and the assistant procurement manager in respect of indirect procurement activities. This is a diverse procurement role focusing on contract management at strategic level and key indirect spend areas. You will act as the procurement lead officer for indirect spend and you will be integral to the council's governance of its contracts, supporting the procurement department in its role of exercising control over and providing assurance on the council's external spend. Key responsibilities: Assist in the preparation of contract performance and compliance reports for the governance and audit and standards committee
Assist in the development of the council's approach to contract management and governance
Contract management of indirect supplies / services
Category lead for commodities
Support services in their purchasing activities
Act as the Procurement lead officer on indirect procurement projects
Mapping spend and spotting opportunities for strategic sourcing to deliver savings
Act as secretary to the board by arranging meetings and taking minutes.

Your recent UK working experience going back at least 5 years, or full employment history if you have been working for fewer years than this.

Qualifications: A qualification in procurement or contract management (e.g. MCIPS, IACCM) or working towards [desirable].
Be qualified to degree standard or have equivalent experience. Knowledge & Skills: Working knowledge of contract management principles - KPIs, service levels, governance, etc.
Working knowledge of commercial contract law - LADs, breach mechanisms, service credits, etc.
Working knowledge of e-procurement tools - e-contract management, finance system, e-sourcing, etc.
Strong analytical skills.
Strong written and verbal communication skills - report writing, presentations.
Ability to communicate complex data and issues in an effective way.
A good communicator with strong interpersonal skills.
Good influencing skills and the ability to give professional advice to colleagues.
A proactive, enthusiastic, self motivated team player with the ability to be flexible and adaptable to provide effective support to the team.
Have a customer focused approach.
Proven minute taking skills.
Working knowledge of Public Contracts Regulations (2015).
Working knowledge of e-catalogues, embedded cards and other advanced e-purchasing methodologies (desirable). Experience: Minimum 3 years procurement / contract management experience.
Contract management responsibility at portfolio level.
Have an understanding of corporate governance.
Experience of sourcing and managing indirect supplies and services - stationery, uniforms, PPE, food, etc.
Have experience of negotiation and an understanding of the principles of negotiation planning.
Have experience of benchmarking, market review, and market engagement.
Experience of remote working (desirable).
Category management experience (desirable).
Public sector procurement experience (desirable).
Experience of sourcing new contracts in accordance with public sector regulations via a range of procedures and strategies (desirable).
Experience of e-auctions (desirable).
Experience in manufacturing / distribution sector (desirable). Good IT skills using Microsoft Office suite, Oracle and the In tend e-sourcing system. Other preferable/desirable details to include on your CV, if applicable: Any local authority/public sector experience.
