Summary

The Future Farming and Countryside programme will replace existing services and interventions under the Common Agricultural Policy with new services and interventions that are grounded in an understanding of the needs and behaviours of farmers and other land managers. It will reset the relationship between Government and land managers to recognise that land managers will in future be rewarded for supplying public goods, such as environmental benefits and underpinning policies that support the evolving organisational strategy going forward.
Job description
The Business Analyst will:

• Lead on defined packages of work focused on defining business needs for future business services, working closely with representatives from the business, data, digital and technology to capture, define and catalogue business requirements
• Lead a team of business analysts in the design and development of services, from the development of ideas through to the detailed business design of future services and products.
• Evaluate and undertake impact analysis on design / solution options and assess and manage associated risks.

We are looking for experienced Business Analysts who are prepared to take a leadership role within Defra and who are experienced in the design of new ways of working.

Business Analysts will work with particular business areas or areas of common capabilities within the Future Farming and Countryside programme. They will demonstrate an ability to see the big picture in a business service landscape and translate it into defined capabilities and supporting components. They will work with business owners and colleagues to understand business needs and to elicit business goals, ensuring that there is effective articulation and documentation of the programme’s needs.
The successful candidate will be expected to provide professional expertise, guidance and direction to a team of business analysts and be able to operate effectively within a multi-disciplinary team environment, comprising digital and technology professionals, economists, policy, operational delivery and specialist advisors and project professionals.

Responsibilities
• Lead on the design activities for future business services, working closely with representatives from the business, data, digital and technology, define and catalogue business requirements.
• Lead a team of business analysts in the design and development of services including the detailed business requirements specifications from programme workstreams, identifying stakeholder input as required.
• Evaluate and undertake impact analysis on design / solution options and assess and manage associated risks.
• Ensure that the design balances functional, service quality and operational management requirements.
• Identify solution gaps and work to define mitigation actions or alternative solutions.
• Develop creative and innovative ways of applying solutions for the benefit of the client / stakeholder, where necessary.
• Produce detailed business specifications.
• Assist in the preparation of planning activities and cooperate with business assurance and project staff to ensure product delivery.
