Job Description Summary:
This is a full time permanent position.

Are you a talented, ambitious Finance Officer looking to make your next move? We are looking to recruit a AAT level 4 or equivalent qualified finance professional to join the councils Business Finance Team. We are looking for an enthusiastic and motivated candidate with a ‘can do’ attitude who may already work within the public sector or work in the private sector and are looking for a change?

The successful candidate will have a broad and varied role. Providing customer focused financial support, advice and challenge to service areas across the authority to help inform the decision making of operational managers , Assistant Directors and Directors.

The candidate must have experience of delivering financial services, an understanding of financial systems and procedures, excellent communication and interpersonal skills to be able to fulfil this broad and varied role .

ROLE AND PURPOSE

To lead a team, and to work collaboratively with colleagues, in the provision of an efficient and cost effective financial service across a range of services across the authority. To inform the decision making of Operational Managers, City Managers, Corporate Directors and schools to enable them to achieve best value in the management of limited resources and in the delivery of services to stakeholders.

To work with finance managers and with colleagues from other services to provide coordinated customer focused support to deliver the objectives and priorities of their service areas.
PRINCIPAL ACCOUNTABILITIES:
1. To promote and safeguard the welfare of children, young people and/or vulnerable adults.

2. Customer Focus –Is visible in gaining customer insight, communicates with clients to meet operational needs. Provides a pro-active and customer focused service, in delivering efficient and effective financial services through the budget setting , monitoring and annual account processes, with support, advice and challenge to Operational Managers, Assistant City Managers, City Managers and Schools.

3. Performance Management - Supports Service Managers and Senior Finance Officers in delivering continuous improvement and value for money across services. Manages a team of Finance officers to achieve targets and support their continuous improvement.

4. Leadership – Provides strategic direction and effective performance management to a team of Finance officers to ensure the efficient and effective implementation of budgetary and financial planning processes across specified areas of the Council. Including the building of future year’s budgets, interpretation of service areas budget forecasts throughout the year and closing down of the annual accounts for specified service areas. Ensures adherence to the Financial Regulations and the strategic planning and policy making processes of the Council in order that defined standards of probity and effective resource utilisation are maintained within service areas.

5.. Ensures that appropriate systems and procedures for effective financial management and controls are in place and adhered to by Operational Managers, City Managers and Schools across the relevant areas of the Council to allow Corporate Directors to provide assurance to the s151 Officer that the statutory and fiduciary requirements of s151 of the Local Government Act 1972 and s113 s114 of the Local Government Finance Act 1988 are being fulfilled in the relevant service areas.

6. Interprets legislation, and responds to consultation proposals on the financial aspects of a diverse range of issues impacting on service specific areas within the directorate. Provides technical guidance to the Assistant City Treasurer and City Managers on any necessary changes to financial systems and controls to ensure that standards of probity and efficiency are maintained in the light of legislative developments. Supports Principal Finance Officers and the Assistant City Treasurer in developing and implementing the Council’s value for money and efficiency strategies.

7. Prepares reports with recommendations for committees of the Council as required, and critically appraises and comments on behalf of the s151 Officer on the financial aspects of reports circulated by service officers to ensure compliance with relevant financial regulations and policies, and with the requirements of best value and the strategic financial plans of the Council.

8. Represents the Director of Finance and Transformation - on internal officer/ Member working groups and assists the Business Finance Partners and Principal Finance Officers in the development of partnership / pooled budget arrangements affecting the directorate and in identifying and securing external funding for specific projects and initiatives. Attends service management team meetings as required, and deputises for Principal Finance Officers at other meetings as necessary.

9. Contributes to the development and enhancement of financial services to specific areas of the directorate on an ongoing basis, and actively participates in the provision of a range of business support activities (e.g. the identification of information system requirements, the co-ordination of performance management information etc.) to enhance the management capabilities of operational managers in the relevant areas, thereby contributing to the continuous improvement of services provided by the directorate. Promotes, monitors and reports upon arrangements for the timely submission of grant claims in the relevant service areas, and supports Principal Finance Officers and the Assistant City Treasurer in ensuring that the requirements placed upon the Council by funders and the Authorities external auditors.

10. Maintains good employee relations through effective communication and consultation with members of the finance team to ensure that the objectives of both the relevant service areas of the Council and of Corporate Finance are achieved. Assists in the recruitment, induction, training, development and motivation of staff on the team to ensure a flexible, economic, efficient and effective service is provided to operational managers and other stakeholders.
