Summary
To be responsible for delivering an Estates site service which
complies with NHS guidelines, Health Technical Memorandum,
Health Building Notes and all mandatory and statutory
requirements.
Lead and manage Estates Engineering services, plant, buildings and staff to ensure safe, compliant and cost-effective Trust operations. Act as Authorised Person (AP) for relevant HTM/HSE systems, maintaining full statutory and regulatory compliance, and provide senior operational cover for Building and Engineering Manager roles, including emergency and on-call response.
Manage all planned, statutory and reactive maintenance, ensuring in-house teams and contractors meet required standards, specifications and timescales. Lead capital works and minor projects from design input and tendering through to contractor supervision, delivery and quality assurance. Oversee contractor control, permits to work and all H&S compliance.
Head the Engineering function, including recruitment, performance management, training, discipline and development of staff and apprentices. Hold delegated budget responsibility, ensuring strong financial control, best-value procurement and accurate cost recovery. Maintain and develop estates systems including PPM, BMS, asset databases and performance benchmarking.
Complete estate condition surveys and inspections to support short-, medium- and long-term maintenance and investment planning. Ensure compliance with Trust, NHS and statutory requirements, including Health & Safety, DDA, Infection Control and Sustainability. Collaborate with clinical teams, senior managers, NHS partners and external stakeholders to minimise disruption and maintain patient safety.

We operate from three main hospitals-Furness General Hospital (FGH) in Barrow, the Royal Lancaster Infirmary (RLI), and Westmorland General Hospital (WGH) in Kendal, as well as a number of community healthcare premises including Millom Hospital and GP Practice, Queen Victoria Hospital in Morecambe, and Ulverston Community Health Centre.
FGH and the RLI have a range of General Hospital services, with full Emergency Departments, Critical/Coronary Care units and various Consultant-led services.
WGH provides a range of General Hospital services, together with an Urgent Treatment Centre, that can help with a range of non-life threatening conditions such as broken bones and minor illnesses.
All three main hospitals provide a range of planned care including outpatients, diagnostics, therapies, day case and inpatient surgery. In addition, a range of local outreach services and diagnostics are provided from community facilities across Morecambe Bay.
The post holder is responsible for delivering comprehensive quality management of engineering services, installations, plant, buildings and departmental staff, ensuring all work is safe, compliant, cost-effective and aligned with budgets and regulatory standards. The Building Manager and Engineering Manager provide reciprocal cover for each other’s absence.
The role ensures that all statutory and regulatory requirements affecting the healthcare estate are met, with records accurately maintained. This includes implementation of maintenance procedures, safety systems such as the Permit to Work scheme, and compliance with policies issued by the Trust, Department of Health or statutory bodies. The post holder ensures all periodic and annual maintenance contracts are in place, delivered to specification, and reviewed annually. They investigate NHS safety alerts, defect reports, manufacturer recalls and advisory notices, taking appropriate action.
The role includes duties as an Authorised Person (AP) under relevant HTM and HSE requirements, working with other APs and the Estates Manager. They support the Capital Projects Team and external consultants by providing site information, statutory documentation and preliminary investigations to support major capital schemes. They also manage designated capital works, preparing drawings, specifications and tender documentation, and supervising building and engineering works to NHS standards.
The post holder manages the Trust’s Control of Contractors policy for Works, Minor Capital and IT projects, including delivering required safety and fire training. They respond to emergencies, unforeseen issues and urgent works across the hospital, ensuring operational continuity. They oversee project performance, meeting deadlines, budgets and statutory compliance, and prepare technical reports, project documents and drawings.
Management Responsibilities
The role serves as Head of Estates Engineering, managing engineering staff, including recruitment, discipline, grievance, training, sickness management, performance review and career development. They ensure staff competency and familiarity with new technologies, legislation and procedures. They select, train and monitor Modern Apprentices.
The post holder ensures workshops and machinery comply with health and safety and statutory standards, and updates risk assessments and safe systems of work. They promote positive industrial relations and ensure effective collaboration with staff and representatives. They ensure compliance with Health & Safety, Environmental Health and statutory requirements, and take disciplinary actions when required, liaising with HR, Internal Audit, senior managers and Police.
As a delegated budget holder, they manage procurement, monitor expenditure, ensure best value, maintain year-end balance and prepare costings and feasibility reports for capital works. They ensure goods and services are coded correctly and recharges are applied where necessary.
They oversee all Engineering Management Information Systems, propose strategic developments, support IT hardware and software procurement, and monitor the Building Management System to ensure appropriate environmental conditions and energy efficiency. They maintain the PPM system (BACKTRAQ), review tasks and update property appraisal databases for NHS reporting.
They develop and implement Estates policies, national guidance and departmental permit-to-work systems. The role includes collaboration with NHS partners (e.g., CCG, NHS Property Services), contribution to Service Level Agreements and cost recovery.
The post holder chairs or participates in internal meetings (e.g., Water Safety, Health & Safety, performance management), and plans and delivers technical and statutory training to staff and contractors. They develop long-term capital plans, manage short-term capital spend, and plan project shutdowns with clinical teams to minimise service disruption.
They carry out regular infection control audits, identify issues, and manage minor works or prepare proposals for non-minor items. They inspect Trust properties, assessing the condition of engineering services and infrastructure, contributing to long-term maintenance programmes, budgets and option appraisals. They ensure compliance with the Disability Discrimination Act, undertake inspections, prioritise works, cost requirements, and manage related capital schemes.
On-Call Responsibilities
The post holder participates in the Estates on-call rota, providing guidance to clinical staff and managers, and assisting with emergency and contingency actions, including plant relocation or service reinstatement.
Additional Information
The role involves condition surveys, working in confined or uncomfortable environments (ducts, scaffolds, culverts), and occasionally undertaking trades duties. The post holder interacts with patients, visitors and distressed individuals, particularly in sensitive areas such as ICU, Theatres and Mortuary. They ensure Engineering vehicles are roadworthy and compliant.
