The department sits within OCSD and leads the design and delivery of future-focused leadership and development activity across the organisation. The team works strategically and collaboratively to build capability, support talent pipelines and ensure colleagues have the skills needed to meet current and future business priorities.

Working closely with senior leaders, HR, Organisation Talent and Learning, and the central ODP team, the function ensures all programmes align with ODP principles and wider DfT and DVLA requirements. Using insight, research and management information, the team continuously evaluates and improves learning interventions, while maintaining strong stakeholder relationships, effective governance, resource planning and high-quality programme delivery.

The role provides strategic leadership and oversight of leadership and development activity, ensuring programmes are high quality, evidence-based and deliver measurable business impact. It involves influencing senior stakeholders, representing the organisation externally, and using insight and data to drive continuous improvement. The post holder ensures effective governance, resource management and accountability, while championing best practice and maintaining strong partnerships to support organisational performance and workforce capability.

Your responsibilities will include, but aren’t limited to:

  • Work in partnership with leaders in the agency, to ensure programme material is robust and meets the needs of the business, conducting regular research in-line with leadership and development requirements and seek out best practice. Recommend appropriate learning interventions and design bespoke solutions to meet business needs.
  • Use training needs and skill gap analysis to design, develop and deliver future focused leadership and development interventions for all colleagues across OCSD including talent programmes.
  • Use Management Information (MI) to critically evaluate the effectiveness of training delivery and programme content, providing regular feedback and data to colleagues, team members and the senior leadership team.
