Summary

Location: Flexible (home-based with travel to Dartford office & sites as required)
Contract Type: 12-month fixed term contract (Hours negotiable)
Salary: Flexible depending on experience

What we’re looking for?

We’re seeking an experienced Project Manager to lead Moat’s Digital Switchover Programme—ensuring a smooth transition from analogue to digital services across our housing portfolio. This nationwide change, known as the PSTN (Public Switched Telephone Network) switch-off, affects all UK households, businesses, and public services. We must upgrade our telecare and other connected services to digital networks ahead of the official switch-off deadline, to ensure service continuity and enhance safety, reliability, and future-readiness.

This is a pivotal role in Moat’s transformation journey, working closely with the Head of Delivery & Change & our Director of Data & Technology to deliver a high-impact programme that directly affects customers and operational teams.

You will be joining the programme at a key point – our solutions have been identified, multiple suppliers have been onboarded and we are now entering the crucial phase of delivery. As we progress through our schemes, testing solutions & communicating with customers, underpinning this complex programme with a well-controlled plan will be essential to our success.

Key Responsibilities

Lead the planning, execution, and delivery of the Digital Switchover Programme across Moat’s housing portfolio.
Coordinate with internal teams, external suppliers, and stakeholders to ensure timely upgrades of telecare and other connected services.
Manage risks, dependencies, and budgets associated with the programme.
Ensure compliance with regulatory requirements and industry standards.
Communicate progress and impact clearly to senior leadership and operational teams.
Champion customer-focused delivery, ensuring minimal disruption and clear communication to residents.
About You

Proven experience in managing complex, multi-stakeholder projects—ideally within housing, infrastructure, or digital transformation.
Strong commercial acumen, with proven experience managing complex multi-supplier relationships.
Strong understanding of the PSTN switch-off and its implications for housing and telecare services is beneficial
Excellent communication, stakeholder engagement, and problem-solving skills.
Comfortable working in a fast-paced, change-oriented environment.
Project management qualification (e.g., PRINCE2, Agile, PMP) is desirable.
