Summary

Job Description

The Assistant Payments Manager is responsible for assisting with management of the Payments service within Financial Services. This includes day to day operational management of the service, covering Financial Management System (FMS) and other financial systems administration and processing, Accounts Payable, Accounts Receivable, Purchasing Management, Banking, Insurance, Purchasing Cards, Treasury Management, VAT and Miscellaneouis Admin e.g Trust Fund disbursements and Controlled Stationery.

Requirements

Supporting the Service Manager – Finance Operations in the management and delivery of the Payments Service. This includes day to day operational management of the service, covering FMS and other financial systems administration and processing, Accounts Payable, Accounts Receivable, Purchasing Management, Banking, Insurance, Purchasing Cards, Treasury Management, Tax (VAT, Landfill and CIS) and Miscellaneous Admin e.g. Trust Fund disbursements and Controlled Stationery
Assist in ensuring that the section is adequately prepared for changes in regulations affecting all aspects of the functions referred to in 3.1 and support the development of any resultant impact on procedures and processes
Ensure the provision of a professional advice service to the Council on the requirements of relevant statutory bodies
Ensure all procedures and related systems are developed to deliver an efficient process and appropriately documented
Management, supervison, direction, support, training and development of staff

The Individual

Significant supervisory or managerial experience in a Finance environment
Finance/Administration HND or Equivalent level
Computer literate with good spreadsheet skills, preferably MS Excel

Able to organise personal workload and that of others to meet set deadlines
Procedural and organisational skills
Good communicator, both written and verbal
An understanding of finance control and administration including implementation of new procedures
A flexible approach to new working practices and technology
Ability to develop and deliver training courses
Able to maintain strict confidentiality
Able to motivate and monitor subordinates
Able to work to own initiative
Strong leadership and supportive approach to team members
An ability to work as part of a management team delivering services
Work under pressure to tight deadlines
Ability to work in a shared office
Ability to work flexibly to meet the needs of the service
Ability to work in different offices dependent on service requirements
