Crynodeb
The Chief Operating Officer Group works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
Your primary role is to support the financial aspects of commercial activity, ensuring timely delivery of financial requirements and providing assurance throughout the commercial lifecycle. You will offer financial advice, challenge, and support to the Commercial Directorate across planning, procurement, contract management, and exit stages, embedding best practice, minimising risk, and maximising Value for Money (VFM).
Building strong, collaborative relationships with the wider Commercial Directorate is essential to ensure finance is considered from the outset. You will work closely with procurement project teams, contributing to procurement strategies, developing appropriate financial solutions, and ensuring these are reflected in contractual documents.
Key responsibilities include assessing the financial health of prospective suppliers, conducting supplier audits, and using contract levers effectively to drive VFM. The ideal candidate will have experience in commercial finance or a commercial environment, including tender preparation, contract negotiation, and ongoing contract management. Strong knowledge of accounting, the ability to analyse financial accounts, and proficiency in identifying financial risks and opportunities are critical to protecting taxpayers and delivering value.
You will take ownership of supporting contracts and procurements across their lifecycle, ensuring the Home Office achieves maximum value and manages risk effectively.
Key Responsibilities (not exclusively):
- Provide financial support and assurance across the full commercial lifecycle, including planning, procurement, contract management, and exit, ensuring best practice and minimising financial risk.
- Advise and challenge the Commercial Directorate to embed financial considerations early in the process and maximise Value for Money (VFM).
- Collaborate with procurement project teams to shape procurement strategies, develop appropriate financial solutions, and ensure these are accurately reflected in contractual documents.
- Assess financial health of suppliers and undertake audits, investigations, and open-book reviews to support effective contract management and drive VFM.
- Identify and manage financial risks and opportunities throughout the lifecycle of contracts and procurements, protecting taxpayer interests.
- Ensure compliance and governance by applying robust financial controls and supporting the use of contractual levers to optimise supplier performance and outcomes.
Working Pattern
Due to the business requirements of this role, it is only available on a full-time basis.
