We are seeking to appoint a Team Manager - Learning Estate to lead strategically and operationally within the Education Service the education vision for short, medium and long term planning aligned with the Learning Estate Strategy in collaboration with other services across East Lothian Council. The post holder will manage and support the implementation of the Learning Estate Strategy and the associated Learning Estate Improvement Plan; liaising with Council Services and schools from a corporate Education perspective. The post will help the Education Leadership Team to support all aspects of estate development, from early years and schools to wider curriculum facilities including outdoor learning and local delivery of regional employability and training opportunities for young people and adults. The postholder will be the Education Client responsible for sign off of learning estate designs and specifications to meet our curricular aspirations, so an educational or large building project management background would be an advantage.
This is an exciting and demanding new role within the Strategy & Operations Team and candidates should be able to evidence a good working knowledge of a learning estate from an education perspective to contribute effectively in representing the Education Leadership Team vision for schools of the future.
East Lothian is a county in growth and the postholder will play a significant role representing the Education Vision in the local development plan and planning for the hand back of secondary schools from a PPP contractual arrangement in the next decade.

Job Details
To act as the Education Client assuming responsibility for the final sign off of architectural designs to new build and school expansion projects on behalf of the Head of Education, ensuring they align with the Learning Estate Strategy and the education vision.
To manage and monitor the implementation of the East Lothian Council Learning Estate Strategy and the associated Learning Estate Improvement Plan, liaising with Council Services and schools from a corporate Education perspective. Have a lead role in all aspects of estate development, from early years and schools to outdoor learning and additional support needs. Planning, monitoring and communicating regarding Education capacity and breach (including ASN) will also sit with this post.
Lead on clear communication, planning and monitoring between Education, the Strategic Assets and Capital Plan Management (SACPM) Team, Engineering Services (ES) and Planning, particularly relating to LDP2. You will also support 3-18 curriculum delivery, by ensuring that the learning estate has the resources, procured utilising agreed Council procedures, required to deliver excellent learning and teaching experiences.
Lead the monitoring and development of the Early Years, ASN, Primary and Secondary school estate for condition, suitability and sufficiency, prepare forward plans, prepare capital bids and identify budgets for its future improvement and development.
Respond to Scottish Government policy in regard to provision of learning estate capacity and suitability for out of hours learning (breakfast and afterschool clubs); Universal Expansion of Free Schools and primary school lets in collaboration with relevant Council services and any changes to legislation that impact the Learning Estate.

Job Requirements
Relevant Qualifications
Educated to degree level (Or Equivalent SCQF qualification), in a relevant area, such as Project Management, Finance, Education or Asset Management.
Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
