Summary

Hull City Council is committed to delivering inclusive, high-quality services that support children and young people with Special Educational Needs and Disabilities (SEND) across our city. We’re looking for a skilled and dedicated SEND Officer to join our Children, Young People and Families Service and help shape brighter futures for Hull’s next generation.
As SEND Officer, you will lead a team of SEND Caseworkers and SEND Assistant Caseworkers to deliver a proactive, responsive, and person-centred service for children and young people with SEND. You’ll ensure that educational placements are appropriate, outcome-focused, and compliant with the council’s statutory responsibilities under the Children and Families Act (2014) and SEND Code of Practice (2015).
Key Responsibilities


Operational Leadership: Oversee children and young people with an Education, Health and Care Plan (EHCP) secure suitable educational placements that support long-term outcomes and prepare young people for adulthood.


Team Management: Line manage SEND Caseworkers and SEND Assistant Caseworkers, overseeing work allocation, supervision, quality assurance and training and development.


EHCP Oversight: Lead decision-making on EHCPs, ensuring they are dynamic, accurate, and reflect the needs of children and young people.


Stakeholder Engagement: Maintain timely, constructive communication with families, schools, and professionals to build trust and confidence in Hull’s SEND services.


Tribunal Representation: Prepare and present evidence for appeals to the First Tier Tribunal (SENDIST), and respond to complaints and legal enquiries.


Quality Assurance: Support continuous improvement by developing and delivering training resources, mentoring staff as completing formal quality assurance checks on EHCPs.


Leadership Support: Deputise for the Group Manager for Statutory SEND Team when required.


Ultimately, we are looking for a committed and passionate individual, with knowledge of statutory SEND services, excellent written and verbal communication skills and the drive and motivation to support the local authority on its ongoing journey.
