Commissioning Manager – Starting Well
About the Role
We are seeking a skilled and forward-thinking Commissioning Manager to join our Starting Well team. This is a pivotal role where you will lead the commissioning in your area of responsibility, with value-for-money services that support some of our most vulnerable children and young people. You will be instrumental in delivering service objectives across all stages of the commissioning cycle—from needs analysis and service design to implementation and review.
Your work will ensure robust contract and performance management, promote effective partnerships, and support market development to deliver outstanding outcomes for children, young people, and families.
This portfolio covers a range of contracts for example out of hours emergency duty, Independent Visitor arrangements and regional placement frameworks. A specific focus in also on regional working, market engagement and cost management. The successful applicant will be confident in managing complex negotiations including uplift and invoice queries. The successful applicant will also be an effective communicator who can work locally and regionally confidently reaching out to providers promoting value, quality and sufficiency.

Key Responsibilities
- Lead commissioning of services in your portfolio area that meet the needs of children and young people, ensuring quality, effectiveness, and value for money.
- Develop and deliver commissioning strategies and plans in collaboration with internal teams and external partners.
- Manage contracts and monitor performance to ensure services meet agreed outcomes.
- Work closely with senior leaders, corporate colleagues, service users, and carers to co-produce service improvements.
- Support market shaping and development to ensure a sustainable and responsive provider landscape.
About You
We’re looking for someone who is:
- Experienced in leading commissioning strategies in social care, early intervention, or prevention services.
- Skilled in applying the full commissioning cycle, including needs assessment, planning, service design, implementation, and evaluation.
- A confident collaborator, able to build strong relationships with stakeholders across sectors.
- Committed to improving outcomes for children and young people through innovative and evidence-based approaches.
