Summary

Under the direction of the Head and Deputy Head of Contracts -Clinical to be responsible for the negotiation and purchase of a range of high value complex medical consumable items and services throughout Leeds Teaching Hospitals, that require analysis, comparison and assessment. Under the direction of the Head of Contracts and Supply Chain Manager to be responsible for matters relating to the Supply Chain route for products within the organisation. Ensure that the Trusts procurement is undertaken in accordance with the organisations Best Practice and Financial Standing Instructions. Manages the introduction of new products and assists with the standardisation programme. Promote the use of a Materials Management service throughout the Trust, negotiate the service provision with customers as appropriate and deploy the service as required. Negotiate a range of contracts as agreed with the Head of Contracting providing Best Value across the range of products and services. The position forms part of a small team of seven Whole Time Equivalents (WTE), providing purchasing support for a range ofmedical goods and services. Whilst there is no direct budget management the post holder will be expected to understand the Trusts budgeting process and the allocation of cost mechanism. The positions forms part of the Trusts Supplies Contracting Team providing purchasing & contracting service for approximately £100m of annualised spend across a range of non-medical goods and services. The department is targeted with cash releasing targets in excess of £4m pa and the post holder will be expected to significantly contribute in meeting this target. The post holder will work closely with user departments, usually as part of a Multi-Disciplinary Team, in order to understand their need and interpret these through to the appropriate commercial agreements. The post holder will together with the Head and Deputy Head of Contracts ensure that contractual coverage through the Supplies service increases incrementally in order to deliver best value for the Trust. The post requires the individual to manage a portfolio of strategic suppliers to the Trust and must ensure regular strategic meeting are held with such suppliers. Liaison at senior levels within both organisations is essential. Provision of advice to internal stakeholders on best practice and value for money. In conjunction with other departments and Managers develop and implement systems to monitor and report on the performance of the Supplies function aiming for continuous improvements. Investigate, evaluate and implement alternative methods of supply in order to maximise the benefit to the Trust in terms of quality and cost managing the total supply chain for products and services. Assists the Head of Contracts and Supply Chain Manager with the effective management of the Materials Management service, including implementation and on-going support. Negotiates appropriate staff transfers to reflect work activity within the Materials Management process, to expand the service to other products and functions. Assists with the implementation of Supplies policies where these relate to Logistics and Materials Management and the provision of stock items to customers. It is expected that a significant reduction in the levels of inventory that the Trust currently holds can be achieved through a collaborative approach between purchasing and materials management. The post holder will work closely with both areas of the department to identify opportunities. Through the introduction of technology and Materials Management systems, segment customers to provide an integrated demand management system. Demand Management will reflect the total product requirement of Customers irrespective of the supply route. To participate in meetings with Clinical staff at all sites, for regular reviews and to supply urgent medical products/data, when required Identify the needs of the organisation by analysis of the Oracle Purchase Order Processing system to identify procurement opportunities, and, working within the guidelines of the Trusts Standing Financial Instructions, negotiate contracts for the supply of goods and services. Is responsible for Supply Chain selection and review of all wholesale products (£15m per annum). Assists in managing the interface and ensures that all other products are appropriately sourced to maximise supply chain benefits. Monitors the distribution routes available to the Materials Management team to ensure the most appropriate service level is utilised in managing the Trusts total Supply Chain. Identify new products and suppliers to ensure the Trust is at the forefront of technology whilst maintaining value for money procurement. Assist in the development and implementation of the computerised purchasing and inventory system. Carry out research and contributes advice on the introduction of new products and ensures that appropriate trials are undertaken and recorded and assist with the standardisation programme.
