RSBC invites qualified individuals or organisations to submit proposals for the role of external evaluator for the Eye Connect Cymru (ECC) project, funded by the Welsh National Lottery Community Fund. The evaluation will:
assess the effectiveness, impact, and sustainability of the outcomes from the project and provide recommendations for future programming or projects.

2. Project Background
The ECC, funded by the Welsh National Lottery, is designed to support blind and partially sighted children and young people (aged 0–25) in Wales, along with their families and the community at large. The services delivered by the project focus around four key outcomes.
Objectives
Ensuring blind and partially sighted children and young people and their families have the support, knowledge, and confidence they need to thrive practically and emotionally.
Training and equipping grassroots youth organisations with knowledge to ensure inclusion of VI (Vision Impaired) children and young people in local youth activities.
Creating lasting connections among children and young people to reduce isolation and build confidence and self-esteem so they can be part of their community.
Give children and young people a stronger voice in their local and national community to shape what is happening and to influence change.

Blind and partially sighted children and young people in Wales.

Key activities
Assessing all monitoring data for each project objective
Conducting surveys, interviews and focus groups with young people families taking part in the project (method to be determined in liaison with RSBC).
Meeting with the Project Lead to develop and implement the evaluation progress
Analysing case studies and goal-based outcomes from the work RSBC’s Family Practitioners have carried out, delivering emotional well-being support alongside practical support services to children, young people and their family members (aged 0-25 years) in Wales.
Analysis of feedback surveys on the impact of delivering the “Making your activities inclusive” training to youth organisations and organisations that work with young people within Wales. Using any case studies and testimonials to support that data.
Evaluating the impact of both online and in-person activities that the RSBC services team and partners across Wales have facilitated for children and young people.
Evaluating the impact and benefits of amplifying the voices of VI children and young people in the Welsh community through the RSBC youth forum and podcast.
3. Purpose of the Evaluation
The evaluation aims to:
Assess the relevance, efficiency, effectiveness, impact, and sustainability of the project.
Identify lessons learned and best practices.
Provide evidence-based recommendations for future initiatives.
4. Scope of Work
The evaluator will be expected to:
Use RSBC’s current evaluation framework and methodology to assess project impact.
Conduct interviews, focus groups and analyse surveys.
Analyse qualitative and quantitative data.
Produce a comprehensive evaluation report that will be submitted to the Wales National Lottery Community Fund.
5. Deliverables
Clear plan and timeline for evaluation of project
Draft evaluation report for review to RSBC
Final evaluation report with any amends
Presentation of findings to stakeholders
6. Timeline
The evaluation is expected to start on 01/01/2026 and be completed by 30/9/2026.
7. Required Qualifications
Proven experience in evaluating third sector projects
Strong analytical and report-writing skills
Detailed knowledge of the charity sector
Familiarity with participatory evaluation methods
8. Proposal Submission Requirements
Interested parties should submit:
Technical proposal (including methodology, work plan, and team composition)
Financial proposal (detailed budget)
CVs of key personnel
Examples of previous evaluation reports

Quality and feasibility of the proposed methodology
