Crynodeb
The two offices regulate ethical standards in different ways. The Civil Service Commission (CSC) ensures that recruitment in the Civil Service is fair, open and based on merit, supporting its commissioners in chairing campaigns to recruit the most senior civil servants, including all permanent secretaries. The CSC also considers applications from senior Crown servants who wish to take new jobs. The Commissioner for Public Appointments (CPA) monitors the processes by which the government makes appointments to the most significant public bodies, including the BBC, Ofsted and NHS England. They are supported by the corporate team, which is responsible for providing the Secretariat to our boards, ensuring compliance with NAO and GIAA requirements and supporting their annual audits and running our finance system.
The successful candidate will head up the corporate team, a team of 7 (including the successful candidate, a Grade 7, an SEO, two HEOs, an EO and an AO).

Your roles and responsibilities:
Responsibility for establishing and running the corporate function for the Independent Offices to include:
- Ensuring that the IOs has a robust financial management system in place which complies with the principles of ‘Managing Public Money’ and that an appropriate delegated authority system is in place. This includes the system for Commissioner payments.
- Leadership of the IO’s audit and risk function to include production of the Annual Report and Accounts and NAO/GIAA audits. To include the fostering of a healthy risk management culture across two operational teams with external facing functions.
- Secretariating the CSC Board and Board Development, JOC and ARC meetings to ensure critical strategic discussions take place in a programmed way with ad hoc meetings as necessary.
- Running the CSC Private Office function to include diary and administrative support to the CEO and FCSC and coordination of all IO’s Team and Senior Leadership team meetings
- Leadership of the IO’s corporate function, including ensuring a structured programme of work from the corporate working groups and a structured approach to recruitment and induction.
Line management of one Grade 7 and an SEO, ensuring that they receive line management and leadership support to create an outstanding operational and policy culture in line with the IO’s values.
