Can you drive strategic coordination to strengthen the UK’s contingency planning and emergency response?
If so, we would love to hear from you!
APHA is a brilliant place to work where our people feel valued, have a voice and can be their authentic selves. We value difference and diversity, because it helps us be more innovative and make better decisions.
We are dedicated to being an inclusive employer, offering equitable opportunities for all individuals. Our goal is to build a diverse workforce, and we hope to attract applications from all backgrounds and underrepresented groups.
For an inspiring Audit Response and Coordination Lead to establish and lead the newly formed Audit Response and Coordination (ARC) team within the Contingency Planning Division. This pivotal role will be responsible for coordinating APHA’s strategic response to nationally significant audits and inquiries. You will play a central role in turning audit findings into real improvements across contingency planning and outbreak response, ensuring recommendations are embedded into operational delivery and governance frameworks.
You will lead a focused programme of work that strengthens APHA’s resilience to animal disease and disruptive events, supporting better planning, coordination, and decision-making. Working closely with Defra, devolved administrations, and senior stakeholders, you will drive delivery of audit recommendations, oversee reporting to executive boards, and line manage a small new team of Senior Executive Officers (SEO). This is a highly visible opportunity to shape long-term strategy and deliver tangible improvements in outbreak readiness, contingency planning, and operational assurance.
Audit Engagement and Strategic Coordination
Engagement with Defra, the National Audit Office (NAO), the Government Internal Audit Agency (GIAA), and other internal partners, ensuring the Audit Response and Coordination is effectively represented across governance forums and working groups. This includes developing and leading delivery of NAO recommendations, input into GIAA audits on business continuity, and supporting the Public Accounts Committee inquiry into animal disease resilience. The role requires confident communication with senior stakeholders, timely provision of evidence and responses, and effective oversight of follow-up actions.
Governance and Reporting
You will deliver regular updates to the Executive Committee and Outbreak Readiness Board, ensuring accountability for audit actions and progress. Clear ownership, timelines, and deliverables will be maintained, with risks and decisions documented. Strong governance and reporting will drive momentum and embed recommendations effectively.
Team Leadership
You will lead two SEOs, building a confident, high-performing team. Through coaching, collaboration, and a culture of continuous improvement, you'll guide them through change with empathy and resilience - ensuring they have the skills, support, and direction to thrive in a complex, high-profile environment.
The postholder is expected to be part of an out of hour’s rota. On some occasions, this may also require working unsocial hours (utilising overtime provisions).
Travel will be required to attend training courses and meetings.
