Finance is central to the Council’s transformational agenda, and following a review of the Senior Leadership Team, we are seeking two ambitious professionals to join our dynamic team.

As Assistant Director Finance, you will be a key member of our Corporate Management Team, acting as the lead officer for strategic financial management within the Council with responsibility as the Deputy S151 Officer. You will report to the Executive Director Finance & Commercial, supporting in shaping and leading the delivery of financial operations across the Council. You'll oversee Finance and Revenues & Benefits teams, lead on the annual Statement of Accounts and budget setting processes and ensure compliance with statutory and professional standards. You will possess current knowledge of the applicable statutory and legislative frameworks, as well as professional codes of practice, enabling you to earn the trust and confidence of Members, partners, colleagues, and customers. Candidates should be CCAB qualified (or hold a relevant degree) with local authority finance experience. Strong negotiation, strategic thinking, and communication skills are essential.

The Head of Finance oversees all finance functions, including the annual Statement of accounts, budgetary processes, financial reporting and monitoring, procurement, risk, and treasury management. Responsibilities include the provision of financial guidance to senior officers, Members and employees, improving financial processes, and managing the Finance team to build skills and motivation. Candidates should have strong analytical, problem solving, and interpersonal skills, a CCAB qualification (or hold a relevant degree), local authority finance experience, knowledge of current legislation and professional codes of practice, and experience managing employees.

We are seeking enthusiastic and skilled professionals for both positions, with proven ability to deliver proactive, customer-oriented financial services to Members, customers, and the Corporate Management Team. These roles play a vital part in maintaining the Council’s effective operations and ensuring that resources are utilised efficiently in support of our corporate priorities.

The duties of the roles include a requirement to take part in an on-call rota, approximately six times per year.

The Assistant Director post is politically restricted within the terms of the Local Democracy, Economic Development and Construction Act and the provisions of that act are incorporated within the contract of employment for this post. The successful candidate will be restricted from holding a political office such as a serving member of a local authority, an officer of a political party, a Member of Parliament or a Member of the European Parliament. In addition, they will also be precluded from activities such as speaking or writing publicly to affect public support for a political party.
