This role is 30 hours per week - days of work can be discussed and agreed.
Hybrid working (office attendance will be required).
You must have access to transportation for work purposes and possess a full, valid driving licence.
The role:
We are seeking a highly motivated and experienced Principal Enforcement Officer to manage the Council’s daily enforcement responsibilities under the Town and Country Planning Act 1990, related legislation, and Anti-Social Behaviour laws.
This includes handling enforcement planning applications from start to finish, representing the Council in tribunals as a witness or case lead, and ensuring work meets the Council’s quality standards efficiently and with a focus on customer service.
Key Responsibilities:
Lead day-to-day enforcement activities, allocating and prioritising investigations, and managing the Senior Enforcement Officer
Coordinate service quality initiatives, suggest operational improvements, and report on performance
Liaise with Development Control Officers on enforcement-related planning applications and procedures
Manage complex enforcement cases, ensuring timely progress following formal notices or actions
Investigate unauthorised developments and planning contraventions, preparing evidence and reports
Prepare and issue enforcement-related notices and requisitions, including site plans
Present evidence at Public Inquiries, tribunals, and court hearings, and conduct interviews under the Police and Criminal Evidence Act 1984
Provide clear advice to applicants, agents, and the public on planning enforcement matters
Monitor Section 106 Agreements, undertakings, and planning conditions compliance
Develop and manage the Senior Enforcement Officer through appraisals and support
Investigate cases related to Anti-Social Behaviour and Goods Vehicle Licensing Regulations
Maintain accurate records and ensure statutory deadlines and Council policies are met
Keep abreast of legislative changes and participate actively in team meetings and corporate initiatives
What the client is looking for:
Professional Planning Qualification, or actively working towards one
Strong experience in planning control, including appeal processes
Proven ability to supervise team members effectively
Excellent communication skills, including investigative techniques
Proficient in PC-based applications
Able to produce clear, concise written and verbal reports
Resilient under pressure with a track record of meeting deadlines
Awareness of broader environmental issues
Ability to negotiate alterations to a development proposal
Experienced in handling challenging people and situations
Confident in building strong working relationships and influencing diverse stakeholders, including councillors, officers, statutory consultees, customers, and local residents
Customer-focused with a proactive approach to service improvement
Demonstrated competence in accurate record keeping
