JOB DESCRIPTION Securing the Future Programme Profile Securing the Future is the programme overseeing both the on-going structural works at Airedale General Hospital and the delivery of a new hospital as part of the Governments New Hospital Programme (NHP). In May 2023, the Government announced that Airedale NHS Foundation Trust would be included in the NHP, recognising the urgent need to rebuild the hospital due to significant structural risks posed by Reinforced Autoclaved Aerated Concrete (RAAC). RAAC was first identified on-site in late 2019 and since then extensive risk mitigation works have been undertaken. In 2025, a ministerial update on the NHP reaffirmed Airedale as one of the first priority schemes, ensuring it is among the hospitals prioritised for early delivery under the updated national funding and construction schedule. While RAAC mitigation efforts have been ongoing, the new hospital programme is now being mobilised, presenting an exciting opportunity for those looking to play a key role in shaping the future of healthcare infrastructure from the ground up. Job Purpose The StF Programme Management Office (PMO) has been set-up to provide a comprehensive set of programme support activities to support the successful delivery of the Programme. The PMO has five main roles: PPM Governance and Controls: Developing and maintaining a consistent framework of effective PPM governance, standards, controls and processes with supporting guidance, templates, and training. Capability Development: Supporting Programme Director, Delivery Team and Workstream Leads with the development of wider programme delivery capabilities (investment justifications, planning and resourcing, stakeholder management). PPM Delivery Support: Co-ordinating day-to-day project and project governance and delivery by acting as Board secretariat and supporting the operation of key controls for planning, reporting and monitoring, risk and issues, benefits, change etc. Information and Systems: Maintaining a central information repository (a single version of the truth) to support decision-making, delivery and assurance and implementing digital tools to support project management, collaboration, task automation, and data visualisation. Assurance: Developing and maintaining an effective programme and project assurance function to provide semi-independent assurance and challenge of delivery governance, performance and quality. The purpose of the StF PMO Office Manager role is to support the StF Programme Director, the StF Senior Leadership Team, Head of PMO, and the wider Programme Team in relation to the effective delivery of a range of relevant business management, administrative, governance and office management activities. PRINCIPAL DUTIES AND RESPONSIBILITIES: To co-ordinate and support the efficient scheduling and operation of a wide range of key governance, project delivery, management team meetings and workshops, including: Scheduling and sequencing meeting dates/times for optimal attendance working with Exec PAs and the Corporate Affairs Team, PMO Officer, Head of PMO, and Programme Director; Sending out calendar invitations, booking rooms, and setting-up equipment; Collating and circulating agendas and papers in collaboration with PMO Officer, Head of PMO, and Programme Director; Attending meetings in person or online and taking effective minutes, actions or notes to be circulated in a timely manner. To implement and operate a range of office management systems on behalf of the Programme Team relating to IT, H&S, finance (e.g. invoicing), procurement, and the management of desk and car parking availability in office accommodation. To develop and maintain a range of standard operating procedures to underpin the efficient running of the StF Programme Team. To oversee the effective administration of, and access to, the StF Teams site in collaboration the wider Programme Team, ensuring that there is effective document management and information governance. To act as Programme Team lead for ensuring that team members have appropriate IT hardware and software and access to applications to undertake their roles. To support a range of finance-related activities including: Liaising with the Contracts Team in Procurement. Inputting financial data into the Trusts procurement ordering system (Oracle) and recording financial information on a central spreadsheet. Raising new requisitions for any additional ad-hoc items as required. Amending requisitions as required. Booking events and training and organising travel and hotel accommodation requirements. To co-ordinate the scheduling and running of a range of team-building and staff training events. To be responsible for the Securing the Future Outlook email inbox and calendar, ensuring that emails are assigned and responded to in a timely manner. To co-ordinate annual appraisals and staff compliance with mandatory training. To co-ordinate annual leave requests and the annual leave planner. To process sick leave in e-Roster as required by the Senior Leadership Team. To develop and maintain a StF Programme Directory of key contacts. To co-ordinate and support the recruitment, onboarding and induction of new staff, working closely with IT, HR and Estates to ensure staff are provided with the necessary resources to do their jobs. To perform any other duties commensurate with the grade of post under the direction of the Head of PMO and Programme Director.
