Contract Length: 6 MONTHS
37 hours per week
Location: Hybrid – mostly remote working but must be willing and able to travel to Swindon as and when required

Our client is looking for a Learning and Development Specialist who will provide strategic and operational leadership in learning and development, driving initiatives that support a high-performing, adaptable, and continuously learning workforce. This role plays a critical part in shaping and delivering development strategies across the organisation, ensuring alignment with broader people and organisational goals.
Essentials
Proven experience in public sector procurement, including tendering processes and managing bids for learning providers and platforms
Skilled in implementing and integrating Learning Management Systems (LMS) with enterprise platforms such as Oracle Fusion
Demonstrated ability to evaluate and analyse e-learning and training effectiveness to ensure learning is embedded
Proficient in applying the Kirkpatrick evaluation model to assess training outcomes
Experienced in managing the administration, scheduling, and coordination of training programmes
Solid understanding of technical learning and organisational development principles
Good working knowledge of the Equality Act 2010 and relevant Employment Law
Broad understanding of HR functions and EDI principles to support effective training and presentation delivery
Strong capability in managing diverse stakeholder groups including EDI, Wellbeing, Talent, and external learning providers
Person Specification
Background in Learning & Development or a similar people-focused environment
Knowledgeable in designing and delivering digital learning content using tools such as Rise 360
Proactive in offering guidance and support on L&D matters to colleagues, line managers, and staff
Excellent communication and influencing skills with the ability to engage stakeholders at all levels
Collaborative team member, committed to knowledge sharing and achieving shared L&D objectives
