The role:

The Specialist Provision Officer (Alternative Provision) is a key role within the Inclusion Service, supporting the commissioning and contract management of specialist education services for children and young people with SEND. You will ensure high-quality operational delivery by working closely with Specialist Provision Managers and Officers, contributing to provider oversight, contract compliance, and performance monitoring. This includes managing placement agreements, assessing value for money, and driving up quality standards in line with the SEND Sufficiency Plan. The role also involves data management, partnership working, and supporting continuous service improvement to improve outcomes for learners in alternative provision.



Key responsibilities:

Share relevant information and build strong, sustainable relationships with colleagues and stakeholders
Support effective service delivery by following guidelines, providing training, and advising on systems and policy changes
Maintain accurate data, produce timely reports, and analyse information to support service planning, contract management, and informed decision-making
Use and support digital tools to manage and share information, signpost services, and maintain online content for colleagues, partners, and families
Collaborate and build strong networks with partners to ensure effective task completion
To identify risk and safeguarding concerns and escalate immediately where appropriate
Be responsible for keeping accurate and timely records and writing relevant reports using electronic or other systems as directed
Support the development, administration, and monitoring of individual placement contracts and contract management systems to ensure value for money and service quality
Maintain accurate data, manage caseloads and budgets, and escalate underperformance as needed in line with contract and SEND strategies
Support the development of service specifications and ensure compliance with commissioning standards through collaboration and stakeholder engagement
Contribute to co-production, benchmarking, and a team-based approach to commissioning aligned with policy, best practice, and available resources



What the client is looking for:

Suitable qualification at Level 4 or equivalent experience or evidence of skills in relevant area of work
Knowledge of current children and young people’s disability services and structures available locally
Experience or knowledge of special educational needs provision including alternative provision
Understanding of the SEND reforms (2014) and Local Authority responsibilities
Recording information in minutes and/or reports
Experience of collaborative approaches through effective partnership working
Experience of service improvement and continued quality assurance
Ability to assess and manage risk, set clear priorities and manage competing demands
Knowledge of safeguarding requirements and legislation
Commitment to understanding what is important to children and families
Commitment to safeguarding and promoting the welfare of children, young people and vulnerable adults
Proficient IT skills and database maintenance
Ability to handle large and complex data sets and to identify and interpret trends in data and validate
Planning skills for projects or for day-to-day business processes
Excellent communication skills
Ability to make constructive contribution to meetings with a range of stakeholders, settings and contexts
Ability to keep accurate and timely records and data and compile reports in a variety of formats, using appropriate IT
Experience of analysing data and themes to draw conclusions
