A senior role in the company, the Director of Finance, has responsibility for the Company’s finances and for ensuring that the organisation meets all its statutory and contractual obligations whilst also driving forward continuous improvement programmes.

The Director of Finance will need to have the ability to support the Managing Director with innovative solutions, together with the skills to foster joint working across service and organisational boundaries.

ItiscurrentlyanexcitingtimeforAtlasastherearesignificantopportunitiesto both growthebusinessand toalso facilitate and develop collaborative working relationships across Lancashire and South Cumbria.



This is a key strategic ambition for the Company and therefore, the Director of Finance will be expected to demonstrate the ability to develop effective, productive working relationships with a wide range of both internal and external stakeholders, coupled with exceptional leadership skills, that will ensure delivery of the Company’s strategic objectives.

Corporate&Strategic:Thepostholderwill: · Support the Managing Director (MD) in the smooth and efficient running of the company and deputising for the MD when required.· Provide strategic financial leadership and advice to the Atlas Board on all aspects of financial management, stewardship and governance, develop a financial planning framework, create a balanced financial plan that will help to ensure that the Company is financially sustainable through the medium to long term.· LeadonallcontractnegotiationsonbehalfoftheCompanytoensurethebestvalueformoneyisachieved.· Contribute to the development of the Company’s Corporate Governance and lead on the Board Assurance Framework (BAF).· Identify stakeholders and develop close partner and collaborative working relationships between Atlas and public and private sector organisations as appropriate.· To provide advice to the Board on all financial matters related to commercial activities, the emerging trends, new market ventures and potential opportunities to be explored.· Lead on business development to achieve growth and service improvement through innovation & product development.· Lead the development of initiatives to improve the efficient and effective use of resources andimprovements in the quality of service provision. FinancialManagement:Thepostholderwill: · Oversee the development of the Company’s subsequent business plans and annual operating budgets, including clear objectives and action plans to provide for the implementation of those plans.· Ensure strong financial controls are in place, with clear accountability and responsibilities toprovide for effective financial probity.· Manage and maintain effective relationships with both internal and external audit functions andensure that audit recommendations are acted upon.· Liaise closely withseniorleadershipcolleagues from One LSCtoensure that effective procurement systems are in place which support the Company in the acquisition of goods and services, whilst ensuring that value for money is delivered.· To ensure that operational teams receive high quality financial training on budgetary management and financial control, business case preparation and cost improvement efficiencies and delivery.· Inaddition,ensurethattrainingopportunitiesareprovidedforallfinance,businessdevelopmentand procurement staff to maintain and develop appropriate levels of skills and capabilities.· Ensure that a robust and rigorous process is in place for the evaluation of business cases prior topresentation to the Board of Directors.· Develop an effective reporting framework to ensure the delivery of timely, accurate monthly financial budgetary performance information in the appropriate formats for both the Board and operational teams.· Report on financial performance to the Board and ensure that the Board is kept fully informed on all critical financial issues.· Ensurethatrobusttenderingandcontractmanagementsystemsareinplace.· Ensure that annual efficiency reviews of service provision and organisation are conducted so that the best value for money is achieved.· Supportthe delivery of services thatdemonstrate the best use of available resources to provide efficientand effective outcomes in line with best practice and quality standards which allow for the continuous improvement of the Company.


FinancialServices:Thepostholderwill: · Ensure effective cash flow management processes are in place to secure the Company’s required working capital support. · Oversee the production and presentation of the statutory annual financial accounts, ensuring that all requirements are delivered to timescale and comply with all relevant reporting standards. · Ensure that all capital accounting requirements are complied with and that appropriate records are maintained for all items of capital expenditure. · Support the Managing Director in ensuring that the Company is operating in a manner and on a scale that is financially sustainable. Line Management Responsibilities:Thepostholderwill: · Have line management responsibility for Corporate Services including property, capital, workforce, project management & marketing · BeresponsibleforensuringthatthemonitoringofstaffsicknessismanagedinlinewithAtlasPolicy. · Authoriseannualleaveandensurethatthereisadequatecoverinplacetoprovideaneffectiveservice. · Ensurethatvacanciesarerecruitedpromptlytoaidwithreducingagencyspend,assistintherecruitment process when required and ensure authorisation / ‘sign-off’ as appropriate. · Ensurethatallstaffrecordsarekeptup todate. · HaveoverallresponsibilityforthemanagementofHumanResources(HR)relatedissuese.g.informal grievance, return to work interviews, sickness follow up counselling sessions and disciplinary matters. · Ensuringthatallstaffmandatory trainingrequirementsarekeptuptodate.· Ensurethatstaffappraisalsareundertakenwhenthey are due andarealignedtoOrganisationalObjectives. · Provideadviceandsupporttostaffasrequired.· Encourageteamdevelopment,sharing,discussingandimplementingnewideasandmethodsofworking. OtherDuties:Thepostholderwill: · Encourage a culture of ethics, openness and transparency and as an individual, always operate in the best interests of the company; and leading by example, help to ensure that staff within the company consistently behave in a manner that reinforces the priorities and values of Atlas.


· Support the Managing Director in the Implementation of systems to manage, supervise, support, monitorand evaluate services provided. · Promote aculture whichsupports staff andencourages the managementoflearning anddevelopmentoftheworkforce. · Ensure that the Company consistently demonstrates relevantperformance standards, including both national and local targets, where appropriate. · Demonstrateeffectivecommunication,negotiation,PublicRelationsandpresentationskills.· Contributetoachievingandmaintainingqualityoutcomesandstandards.· Ensure compliance with Data Protection Act and General Data Protection Regulation principles and promote Information Governance. Please note: Each member of the Atlas team is personally responsible for ensuring the confidentiality of information and for complying with all the requirements of the Data Protection Act whilst carrying out the duties of the post.Any breaches in confidentiality will be dealt with by the Atlas’ Disciplinary Procedure and may result in dismissal. · Have overall responsibility for ensuring, in conjunction with the Shareholder, that the Financial Governance Framework remains for purpose. · Ensurethatworkisundertakeninlinewithappropriatepolicies,proceduresandStandardOperatingProcedures (SOPs). · Have overall responsibility for ensuring that policies, procedures and Standard Operating Procedures (SOPs) are kept up to date. · Have overall responsibility for ensuring that the ordering, receipting, storage and controlled usage of any materials required for the finance and business development division (procurement/requisitioning), is undertaken via the appropriate systems and in line with agreed SFIs, policies and procedures. · Ensurethatallofficialrecordsaremaintainedasappropriate.· Whenrequired,dealandrespondefficientlywithanyconcernsorcomplaintsinlinewiththeAtlas complaints procedure. · Ensure that appropriate risk assessments are produced for any potential finance, procurement and business-related risks and ensure that all incidents and risks are recorded and managed via the Datix RiskManagement System and are escalated as appropriate.



· Keep knowledge and skills up to date with Continuing Professional Development (CPD) and participate in the Atlas Mandatory Training scheme as appropriate.



· Whererequired,representAtlaswithactiveparticipationinboth nationalandregionallevel external workinggroups.



· Undertakebenchmarkingexerciseswithappropriatedatasetstoseekcontinuousimprovementideas.



· Activelyseekandpromotecollaborativeworkacrossthelocalhealthcareeconomy.

· Attend periodic seminars / user groups organsised by NHS bodies in order to keep up to date with the latest policies and directives and to share best practice.
