The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management.

Many of these services are business critical and we cannot safely open our offices without them. The Building Security Function (BSF) provides physical security advice and support to the delivery of estates services including security systems, guarding levels and the Security Control Centre (SCC).

There are two vacancies within the BSF:

1. Guarding Services Lead: manages a team of four staff (two Senior Executive Officers and two Higher Executive Officers) which overseas the deployment of security officers across the DWP estate. This includes managing guarding calculations to define the number of officers required at each site, monitoring guard force performance, overseeing the physical security threat intelligence model, and managing DWP’s compliance with the Terrorism (Protection of Premises) Act.

2. Security Systems Lead: manages a team of four staff (two Senior Executive Officers and two Higher Executive Officers) which overseas electronic security systems across the DWP estate. This includes overseeing investigations into security incidents, reviewing new site plans, coordinating a programme of site security visits, and overseeing access control systems and processes across the estate.

The successful candidates will be allocated one of these roles but may state a preference for consideration, if they are successful at interview.

Key accountabilities

  • Lead a team of four staff to deliver physical security advice and support stakeholders in Estates and the wider DWP.
  • Senior Responsible Officer (SRO) for Standard Operating Procedures (SOP) including supervising the implementation, review and continual improvement.
  • Develop and maintain a detailed understanding of Government policy and standards on physical security and guidance from the National Technical Authorities (NTA).
  • Work with supply chain delivery partners to ensure services are compliant with contractual requirements and to seek opportunities to improve performance and service delivery.
  • Manage compliance activities to ensure physical security controls are effective and compliant with Government and DWP policies and standards.
  • Establish and maintain effective working relationships with colleagues in Security and Data Protection to ensure close cooperation between first and second-line security functions.
  • Oversee risk management processes to ensure physical security controls are appropriate, proportionate and cost effective.
  • Work with delivery partners to ensure the effective mobilisation of new security contracts, and the demobilisation of exiting service providers.
  • Provide effective communications to security stakeholders across DWP on physical security systems and processes.
  • Ensure appropriate governance structures are in place across the physical security supply chain.
  • Identify requirements for specialist technical security support from the Security Technical Advisor (STA).
