About the role
Balfour Beatty is recruiting a Package Manager (Agent) to oversee the delivery of engineering surveys as part of the Lower Thames Crossing Project. This position is integral to ensuring the successful completion of multiple survey scopes, including topographical surveys, ground investigations, utility trial trenches, and weathering steel activities. As the Package Manager, you will report directly to the Project Manager and Engineering Director and play a key role in finalising project scope, procurement, and programme.
What you'll be doing
Key Responsibilities:

Health, Safety & Wellbeing:
Ensure a safe working environment by enforcing safety regulations, best practices, and adhering to the Construction Phase Plan. Promote wellbeing and monitor compliance with onboarding and induction processes. -
Programme Management:
Plan and coordinate self-delivered works and monitor the subcontract/third-party programme to ensure milestones and deadlines are met. Support the Project Manager and Planner with updates for NEC4 CL32. -
Project Management:
Coordinate with subcontractors, suppliers, and stakeholders to ensure seamless workflow, addressing issues and finding solutions to keep the project on track. -
Quality Assurance:
Lead the management of quality standards and ensure the team understands the specifications and requirements. Review Inspection & Test Plans for all works. -
Community Engagement:
Provide relevant updates to the communications team to keep stakeholders and the public informed, and collaborate with the Social Value Team to meet project commitments. -
Environmental Sustainability & Carbon:
Work with the Environmental Manager to ensure compliance with the Environmental Management Plan and carbon requirements. -
Reporting:
Deliver regular progress reports, highlight deviations from the plan, and suggest corrective actions. -
Cost Management:
Own the project budget, manage costs, and report performance weekly with the Quantity Surveyor. Assess the impact of changes with the commercial team. -
Procurement:
Produce technical scopes for tenders, assess returns, and coordinate meetings for subcontract awards. Manage requisitions for plant and materials in line with procurement and cost plans. -
Design Management:
Participate in design meetings, manage changes, and ensure coordination between subcontract design elements and consultants. -
Handover:
Work closely with the Quality Engineer to define handover requirements, ensuring all deliverables are submitted according to the programme. -
Leadership:
Lead and mentor engineers and site staff, ensuring that your scope of works is carried out efficiently and to the highest standard.
Who we're looking for
Candidate Profile:
- Proven experience in a similar role, particularly on large-scale infrastructure projects.
- Strong leadership and communication skills with the ability to coordinate multiple teams and stakeholders.
- In-depth knowledge of construction regulations and best practices.
- Experience with NEC 3/4 contracts.
- Ability to work under pressure and meet tight deadlines.
Qualifications, Competencies & Prerequisites:
- Engineering or Construction Management qualification.
- Full UK driving license.
- A fit-for-work medical.
- CSCS card.
- Pre-start drug & alcohol test.
- BPSS Security Clearance (managed by the project security team, requiring a basic Disclosure and Barring Service check).
Additional Information:
