Summary

Financial Planning & Reporting 1)Analysis & maintenance of the Trusts current financial reporting systems to identify changes required to meet on-going reporting needs both internal & external to the Trust, incorporating the differing needs of the planning returns, monthly returns, internal reporting & annual accounts reporting. 2) Responsible for the production, agreement & delivery of the Trusts monthly financial reporting timetable. 3)Co-ordinate the production & consolidation of key monthly financial reporting information including: Trust income & expenditure statements & financial dashboards for Board reporting. This involves maintaining schedules supporting the Trusts expected income (circa £150m) & the amount actually received & reconciling between the two scenarios 4) Responsible for the production of monthly financial returns for external reporting to NHSI. To include not only the monthly submissions but also any related submissions such as updated plans 5) Responsible for the management of Trust reserves, ensuring reserve allocations are properly authorised & made in line with decisions taken by Board & Executive Directors. This involves maintaining records for all available reserves & how/when they have been utilised. To include ensuring appropriate authorisation for each transaction & liaising with auditors, both internal & external 6) Monitor budget virements & ensure sign-off processes are followed. Track movements & reconcile to original financial plan. 7)Undertake specific pieces of analysis & project work. 8) Responsible for the financial evaluation of all Freedom of Information requests or ensuring that this information is delivered in a timely & accurate manner. 9) Contribute to the formulation of the Trusts annual plan, including the development & maintenance of scenario modelling assumptions & population of the financial plan template. This work will include the consolidation of all the other Directorates working papers into a single file that reflects the total Trust position. Costing & Payment by Results 10)Assist in the planning & development of costing & activity reporting systems to ensure that they are fit for purpose & meet the Trusts reporting requirements for advising on both financial & activity performance compared with plans. 11) Work closely with Management Accounts colleagues to gain & share knowledge in order to improve the accuracy & understanding of the Trusts cost base with specific emphasis upon developing standard costing to aid managerial decision at a local level. 12) Overview of the completion of the Trusts National Cost Collection submission. This work to include analysis of the data to sense check before submission. 13) Assist in the provision of costing data to enable benchmarking comparisons with other providers. This includes the identification of cost drivers & other factors contributing to high-cost areas & make recommendations to how these can be improved to drive the NHS sustainability agenda. 14) Assist with the development & implementation of Patient Level costing, as mandated by NHSI. This includes the implementation of changes & challenging of process in own areas to drive service improvement. 15) Produce costs information to inform business cases & contract negotiations, & to support the understanding of overheads & profitability associated with services to help ensure services remain viable. This work to involve manipulation of the SLR system to deliver information suitable for each of the different audiences (Commissioners, Executives, Business Managers & Finance colleagues). Training & Development 16) To be responsible for keeping the skills & knowledge required for the post up to date, which will ensure that all advice given, & decisions made, are based on the best & most recent information available. 17) To provide education & training on complex issues to non-finance managers/staff within the Directorates & to convey financial concepts clearly & persuasively. This includes ensuring that Standing Financial Instructions, Standing Orders & Schemes of Delegation are understood & adhered to Service development 18)To participate in the development of Finance policies & procedures & be proactive in suggesting improvements to existing policies. 19) To actively contribute to the successful delivery of the Finance & Procurement development plan. 20)Attend & participate in Finance & Directorate meetings contributing information & actively discussing Finance issues where appropriate.
