Hours per week: 37 Monday to Friday, normal working hours

This opening assignment is for 3-4 months

Basic DBS required for this role

The purpose of this role is to support the Service Manager with the strategic, operational and financial management of the business to deliver the organisation’s objectives. A key component of the role will be to develop a culture of high performance within teams (high challenge/high support) and continuous improvement in line with the Council’s Service Plans, Medium Term Financial Plan, the joint Delivery Plan and the Councils’ key objectives to deliver a customer focused service. Responsible for a specific area within Homes & Neighbourhoods and will be required to deliver a specialist and technical function of the business including ensuring compliance with all statutory requirements.

As General Manager Assets Delivery, you will support the Service Manager Assets to deliver HRA capital and revenue funded improvement programmes for Homes and Neighbourhoods and support the Service Manager to develop and deliver improvement programmes, taking the lead on operational delivery. You will demonstrate effective leadership and management skills and be responsible for appraising and progressing programmes of works in line with the Councils Housing/Asset Strategy and Service Plans.

Key responsibilities:

Overall responsibility for the management of a technical function in Homes & Neighbourhoods, ensuring all service objectives are achieved and delivered within a context of value for money whilst ensuring compliance with legislative and contractual obligations at all times.
Provide professional specialist and technical advice in relation to specific area of responsibility and expertise, to deliver effective business solutions.
Direct all operational aspects of relevant business/service area. Plan, co-ordinate and deploy resources and workload appropriately to meet service and business demands.
Work collaboratively with Service Managers and other General Managers to monitor, analyse and deliver improvements across all relevant performance indicator areas in order to increase customer satisfaction.
Responsible for leading multi-disciplinary teams to plan, manage and deliver major improvement programmes.
Develop and implement standard operating procedures in line with the Service’s QMS framework and good practice, reviewing and proposing updates to standard operating procedures to reflect changing circumstances and learning.
Responsible for managing and overseeing multiple programmes of work, ensuring delivery on time, to budget and in accordance with all relevant statutory and policy requirements.
Ensure projects and programmes are developed in accordance with procurement and financial standards and that mechanisms for contract management are adequate and appropriate.
Prepare detailed, clearly written reports on key issues. When required present verbal reports to the Senior Leadership Team and/or Board.
Participate in organisation wide service reviews and service planning acting as a lead sponsor as required and ensuring reviews are delivered through to conclusion and any arising recommendations are implemented as appropriate.
Provide vision and leadership to the team by managing people, performance, development, health and wellbeing issues and resources effectively and in line with relevant policies and procedures. Build a culture to expect change as a part of doing business successfully and actively assists others to adapt and cope.

Qualifications:

GCSE at Grade 4 (C) or above in English & Maths, NVQ 4 or equivalent.
Degree level qualification or equivalent experience.
Professional membership: MCIOB, MRICS, RIBA, MRTPI, MCIH desirable.
Possession of a full and valid driving licence and a car available for work (exceptions can be made for disabled applicants).



Experience:

Proven experience of delivering improvement schemes from inception to completion, preferably within a housing environment.
Experience of managing multi-disciplinary teams and working collaboratively with others to achieve service aims and meet KPI’s and targets.
Proven experience of budget management and reporting.
Demonstrable experience of managing and maintaining information, data, records and databases to underpin the delivery of Asset Management planning, in accordance with GDPR requirements.
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
Management of construction contracts desirable.



Knowledge:

Knowledge of Health & Safety, Equality and Diversity, Safeguarding Legislation in relation to the role.
Knowledge of the constraints and opportunities of Local Authority housing development desirable.



Skills & Abilities:

Effective leadership and management skills.
Excellent written and verbal communication skills with the ability to communicate effectively with a range of internal and external stakeholders, both verbally and in writing.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
