Job summary

The post holder will report to the Director of Corporate Governance and Assurance and will develop a close working relationship with chief officers, non executive directors and the CEO. The key outcomes the post-holder will be expected to deliver through their team are:

Development of a consistent approach to enable NHS Sussex Integrated Assurance Committee to draw conclusions from a breadth of highly complex information, stocktake key issues of concern, escalate issues to the NHS Sussex Board and work across the system to deliver change. In particular, working with finance, performance, quality, risk, complaints and provider assurance teams to allow for integrated reporting, drawing on core Delivery Unit methods and techniques.

Main duties of the job

Establishment of a new assurance capability function to work closely with senior leaders to develop and run regular basecamp training for new starters on core assurance skills (and in time system partners)

Integration of current risk and corporate affairs functions including development of a Board Assurance Framework for 2024/25, development of risk capability across the organisation, oversight of conflicts of interests policy and delivery (including fit and proper persons test) and collation of the annual report

The role will play a role as part of the ICB leadership community in ensuring we are focused on the right issues to shape our shared approach for delivering improved healthcare outcomes for the Sussex population. This job would suit individuals who enjoy bringing creativity to solving problems at pace, have a proven track record in building capability and teams, draw value from relationships they build both inside and outside of the organisation, and who have an appetite to make positive change both in their team and for NHS Sussex more broadly. The post-holder should expect to receive supportive mentoring and coaching from their line manager and others and will be encouraged to build effective peer support networks as part of the new senior leadership team in NHS Sussex.

Clarity on whether or not we are on track and what we need to do if we are not is at the heart of the Integrated Care Boards role. This new role is at the centre of the leadership team concerned with this. Effective decision-making, strong system relationships and delivery for our population relies on consistent collation, assessment and presentation of relevant and diverse information. Our vision is for assurance and oversight to be a value-adding process

which makes sure we are using the wealth of insight we have to make good decisions and actions are driven forward by an informed coalition across this organisation and partners. This role, as part of the ICBs governance and assurance directorate, will build a new, dynamic, function to deliver against these requirements. This is a new senior role in the ICB structure which presents a unique and exciting opportunity to lead and grow a new team of c. 8, create insight structures in collaboration with others (analysts, quality leads etc) to enable dynamic and impactful assurance conversations and grow and develop as an individual at the centre of a large strategic NHS organisation. The role will play a role as part of the ICB leadership community in ensuring we are focused on the right issues to shape our shared approach for delivering improved healthcare outcomes for the Sussex population. Qualifications

Essential

  • Masters Degree level qualification, in a relevant discipline (i.e. healthcare, public sector or commercial delivery, analysis or related mathematical subject, research, MBA) or proven on the job development of equivalent know-how

Desirable

  • Professional qualifications/equivalent experience in project management and risk management
  • Professional training, qualification or equivalent experience in core analytical skills (e.g. excel)

Skills and Knowledge

Essential

  • Sound working knowledge of the NHS
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
  • Experience of running and developing governance and assurance processes
  • Experience of a range of tools and techniques to improve quality of assurance and oversight (e.g. red team challenge, collaboration workshops etc)
  • Experience in leading and developing new teams and creating development opportunities across an organisation
  • Experience of synthesis and presentation of highly complex information via presentations emails, papers, slides
  • Experience of leading or working as part of projects to develop clear plans and meet and manage deadlines
  • Experience of presenting information to Executive level within a highly complex, multi-organisational environment in the face of increasing demand.
