Job summary
An exciting opportunity has arisen to work within NHS Kent
and Medway ICBs established EPRR team delivering specialist Emergency Planning
and Business Continuity Management services. This post offers an outstanding
opportunity for the post holder to gain experience of delivering services
across the health sector and in collaboration with Local Resilience Forum
partners.
The post holder will be a key member of the ICBs EPRR team
supporting the ICB to deliver its leadership role in emergency response and
through its assurance role, to ensure that all NHS hospitals, community
services, primary care and mental health organisations are able to provide
coordinated and effective responses to emergencies and incidents.
As part of the EPRR
Team the post holder will actively work to ensure that we meet our EPRR
responsibilities as a Category One Responder as defined in the Civil
Contingencies Act and as set out in the NHS England EPRR Framework 2022.
Main duties of the job
Reporting to the Deputy Director of EPRR, the post holder
will be responsible for supporting the delivery of key projects to ensure that
the workplans of the ICB and Kent and Medway LHRP are fulfilled. This will
include working in collaboration with wider system partners and as well as
supporting internal teams to develop their own business continuity
arrangements.
The role will contribute to the development and delivery of
policies and emergency and continuity plans and the development and delivery of
associated training and testing, including exercises.
They will work collaboratively across the Integrated Care
Board (ICB), Local Health Resilience Partnership (LHRP) and Kent Resilience
Forum and will be critical in ensuring that the NHS and our partners are ready
to respond to emergencies and incidents ranging from emerging infectious
diseases to flooding to loss of power.

The Integrated Care Boards (ICB) Emergency Preparedness Resilience and Response (EPRR) Team coordinates the work of the Kent and Medway Local
Health Resilience Partnership (LHRP), which brings together health organisation
within the Kent Resilience Forum (KRF) footprint to provide a forum for joint
working and preparing for emergencies. The postholder will support the delivery
or the LHRPs programme or work through the maintenance and monitoring of a
risk register, work plan, the preparation of technical papers, agendas, and
minutes.
The ICB provides the Strategic and Tactical lead role at
the KRF for the NHS during the planning for and response to emergencies. The
postholder with attend KRF planning meetings, training and exercises and
support the training and development of ICB staff to allow them to respond to
Business Continuity Incidents, Critical Incidents and Major Incidents.
The postholder will
be responsible for working within the EPRR team on designing and delivering
specialist EPRR training and advice. The postholder will be expected to utilise research to deliver on
new and changing approaches in delivery of training.
The ICB leads an annual EPRR Assurance process of all NHS
funded organisations in Kent and Medway and the postholder will support and
coordinate the delivery of this process including the collation and
presentation of the results.
The post holder will be required to develop a full
understanding of the work of the organisation and take an active role in the
support and development of the ICBs internal Business Continuity Plans and
their annual testing via exercise.
The post holder will be required to support the development
and delivery of multiagency exercises, identifying and incorporating learning,
as well as best practise from both local and national exercises.
This post will provide a wide range of training and developmental
opportunities. They will assist the team in ensuring that legal and regulatory
requirements of the Civil Contingencies Act 2004 and accompanying guidance are
met and will ensure that their work aligns with the teams vision of innovation
and excellence in EPRR.
